Organizational Setting

The Regional Office for Asia and the Pacific (RAP) is responsible for leading FAO’s response to regional priorities for food security, agriculture, and rural development through identifying, planning, and implementing FAO’s priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region, and develops, promotes, and oversees FAO’s strategic response to regional priorities in collaboration with departments and divisions at Headquarters. RAP also advises on the incorporation of regional priorities into the Organization’s Programme of Work and Budget, implements approved programmes and projects in the region, monitors the level of programme implementation, and draws attention to problems and deficiencies.

The Regional Office supports regional policy dialogue on food security, agriculture, and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture, and rural development in the region.

Reporting Lines

The Socioeconomic Assessment Specialist will work under the overall direct supervision and guidance of the Agriculture Officer (Crop production), the LTO of the projects being implemented under the Plant Protection and Production Module at FAO’s Regional Office for Asia and the Pacific.

Technical Focus 

The Socioeconomic Assessment Specialist will support developing field programs and project-related services to deliver programme, projects, products, and services implemented in the Plant Production and Protection Module framework. The technical focus of the projects to be backstopped will be in line with crop production and crop protection, including but not limited to food security, agriculture-based livelihood, climate resilient agriculture, capacity building of the government counterpart, and farming communities’ projects.

Tasks and responsibilities

Under the overall supervision of the FAO Regional Office for Asia and the Pacific (RAP) as the Budget Holder and the direct technical supervision of the FAO Agriculture Officer (Plant Production) of the FAORAP, the incumbent will undertake the following duties:

•    Design and lead rigorous analytical work analyzing trends and developments in the rice sector on the global and country levels and producing reports focusing on challenges, opportunities, and priorities for mechanized ratoon rice.
•    Design impact evaluation strategies exploring different extension and dissemination options.
•    Design survey instruments and provide oversight of data collection processes for impact evaluation.
•    Coordinate the planning and implementation of data collection activities on mechanized ratoon rice adoption, including preparing data collection tools and methodology.
•    Conduct country-specific and cross-country socioeconomic and environmental assessments of the mechanized ratoon rice system, including food security, household income, environmental impacts, etc.
•    Identify successful examples of mechanized ratoon rice adoption in the target locations and analyze the experience for the project activities.
•    Contribute to writing high-quality and practical policy recommendations, technical reports, and policy briefs.
•    Participate in, organize, and/or facilitate technical meetings, trainings, or other events related to impact evaluation and resilience of rice-based agri-food systems.
•    Support the International Ratoon Rice Specialist in implementing the Ratoon Rice regional TCP project.
•    Perform any other relevant tasks assigned.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

•    University degree in Agriculture Economics and agricultural policy.
•    At least five years of work experience in the economic analysis of agri-food systems
•    Working knowledge (level C) of English, French, or Spanish and limited knowledge (level B) of one of the other two or Arabic, Chinese, or Russian.

Technical/Functional Skills 

•    Work experience in one or more developing countries, collecting data, overseeing fieldwork, and collaborating on agricultural interventions, policy, or projects. Work experience in more than one targeted country (Bangladesh, China, Vietnam) is preferred;
•    Relevant experience conducting qualitative and quantitative economic analysis, spatial analysis of agri-food systems, and applying econometric techniques in one or more food and agricultural topics;
•    Extent and relevance of experience in participating in multidisciplinary teams for the preparation of strategies and sector studies as well as formulation, implementation support, or evaluation of food security, agriculture, rural development, and natural resource management;
•    Extended experience and knowledge in development work and institutional policy in the plant breeding, production and protection sector;
•    Extent and relevance of knowledge associated with the development, implementation, and monitoring of agricultural technologies and good practices and with the work of international organizations and national governments;
•    Capacity to interact with government officials on key policy issues affecting agriculture and food security;
•    Demonstrated experience designing, collecting, and analyzing technical information and data in the rice-based agri-food system.
•    Working experience in a ratoon rice research and development program is preferred

Selection Criteria

•    Extent and relevance of work experience conducting evaluations in agricultural technologies, experience in the field of rice technologies is highly desired.
•    Extent and relevance of technical expertise in leading and conducting rigorous analytical evaluations in the relevant field.
•    Experience working with various partners, including international and national organizations, government counterparts, research institutions, UN organizations, and the private sector.
