We offer an attractive compensation package (please refer to the Terms and Conditions section of this vacancy announcement).
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme (WFP), as the world’s largest humanitarian agency, is well known for its ability to deliver food assistance rapidly to people in need. Several factors (climate change, pandemics, conflicts, etc.) are exacerbating human suffering, damaging livelihoods, ecosystems and resources availability. Humanitarian actors are responsible to embed sustainability in their interventions both in terms of reducing possible collateral damages (e.g. COs emissions, damage to ecosystems, increase of social tensions), and increasing the resilience of the supply systems to such stressing factors, to maintain the ability to deliver at the right time and place. Enhancing ESG sustainability and resilience of WFP supply chain is essential to ensure the organization can continue to deliver on its mandate and be accountable to the people we serve. WFP's 'value-added' is furthermore in the 'enabling of' governments through capacity strengthening, leveraging WFP's extensive global operational and technical experience in food and other supply chain systems to strengthen national level supply chain systems.
Under the supervision of the Head of Sustainable Supply Chain unit, the incumbent will analyse and research work related to enhancing sustainability and resilience of supply chain. The output of the assignment will feed into the objective to design WFP Supply Chain strategy for 2030 and beyond.
The consultant is expected to be familiar with those areas of engagement. The consultant will work with technical officers in the selected Regional and Country Offices building upon their existing initiatives, and supporting them in elaborating full-fledged strategies and applying a system thinking approach to ‘enabling’ (capacity strengthening) in their work with national counterparts.
The consultant will provide operational support to the field that involves designing, planning, and implementing Supply Chain (SC) systems sustainability and resilience activities based on local and national context and feasibility.
The consultant will work within the Sustainable Supply Chain (SSC) Unit in Rome HQ.
ACCOUNTABILITIES/RESPONSIBILITIES:
To address the context above, SSC Unit is providing support to RBs/COs strategy definition and implementation. The incumbent will:
Provide support within assigned regions, following up on the design and rollout of regional environmental strategies, and support the implementation of supply chain sustainability projects, plans and processes, ensuring alignment with wider programme policies and guidance while gaining and then imbuing a systems-thinking approach.
Ensure ESG and resilience considerations are embedded in CSPs for the assigned regions.
Identify and establish relationship with key internal and external stakeholders who are owner of data and analyses in various areas of interest such as environmental sustainability, climate change, supply chain routes and crop patterns.
Build productive partnerships and collaborate to share knowledge and resources; build capacity; ensure an integrated supply chain approach to food assistance and cross-functional operational alignment.
Conduct in-depth research on trends and solutions to enhance supply chain sustainability, from the humanitarian and development fields, academia and private sector, and how these can be applied to WFP operations; produce clear and concise analysis documents outlining the conclusions of the research and proposed way forward for solutions’ implementation.
Plan and manage implementation of innovative supply chain operations, initiatives and services in the sustainability and resilience areas, in close cooperation with key supply chain stakeholders.
Assist with the development and management of technical discussions with sustainability partners for collaborative work leading to improved SSC.
Support the capacity strengthening of WFP staff, partners and national government to recognize and address SSC needs, e.g. through project management support of learning and development initiatives in the region.
Support communication and knowledge management initiatives.
Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries related to SSC.
Support the work of other thematic areas in SCDL-E when required; perform other related duties, as required.
DELIVERABLES AT THE END OF THE CONTRACT:
Strategies and projects designed and delivered.
COs and regions supported in sustainability/resilience activities and initiatives.
Supply chain sustainability and resilience embedded in CSPs as relevant.
Analysis documents produced.
Policies reviewed and supported.
Technical partnerships managed and developed.
KM tools and guidance prepared and related communication developed.
