Overview & Responsibilities Monitoring and Evaluation (M&E) exercises conducted at IDLO follow the international OECD DAC standards. Within this context, IDLO strives to strengthen and coordinate its internal project monitoring system across all its field activities. Project monitoring is an integral part of the project cycle and a pre-requisite for successful results-based management (RBM). By periodically assessing the extent of the overall project progress (at the input, output and outcome level), it generates important information on the project advancement and allows for necessary adjustments. It also generates important data for a higher level of appraisals as, inter alia, mid‐term reviews and (impact) evaluations.
Under the direct supervision of the Consortium Programme Lead, the Monitoring and Reporting Officer works in close collaboration with the country office to collect and analyze all data collection which will enable the programme in question to be evaluated as best possible and highlight areas that need to improvement.
Support the Consortium Programme Lead with the analysis of baseline data and the development of narratives, SMART indicators, and targets;
- Theory of Change, logical model, logical framework, key performance indicators, M&E matrix, risk-management plan, and data collection tools;
- Support the implementation of the Programme M&E Framework, analyzing the information captured through the logical framework, the risk management plan, and the other data collection tools. Facilitate the identification of information/data to be included in the donor programme reports;
- Aggregate, analyze and upload training data in the Training Information Management System (TIMS);
- Analyze TIMS data and summarize information to be included in donor program reports;
- Support Field Programme Coordinators to develop Real-Time Monitoring reports, aggregating and analyzing data included in the technical reports submitted by IDLO's Consultants;
- Facilitate final review of donor programme reports, ensuring that data captured through the M&E Framework is included;
- Education and Work Experience
- Undergraduate degree in Social Sciences, International Relations, Economics, Business Administration, Statistics, or related studies is required.
- At least 3 years of experience in international technical assistance programming in performance monitoring and reporting roles required. Prior work experience in rule of law programming an asset.
Languages
- Excellent oral and writing skills in English. Ukrainian is an asset.
Demonstrated knowledge of M&E frameworks, data analysis, synthesis, and report writing;
- Demonstrated capacity to use project M&E tools to monitor programme results;
- Computer skills demonstrating competency in managing complex data-sets is a plus.
- Proficiency in impact-oriented storytelling and report writing;
- Willingness to travel to the field;
- For this internationally recruited position, IDLO shall offer the selected candidate an Affiliate contract for 12 months, with the possibility of extension, subject to performance and availability of funding.
IDLO shall offer the suitable candidate an annual salary in the range of EUR 37,762 as well as additional benefits in accordance with IDLO Employee Regulations and Rules.
IDLO benefits include Provident Fund (IDLO contribution 14%) medical insurance and leave entitlements in accordance with IDLO Employee Regulations and Rules. Relocation and installation allowance is available for internationally recruited employees.
