Military Career Counselor (Transition Specialist)

Transition Specialist (TS)

Works under the direct supervision of the Senior Transition Processing Specialist (Contractor), who provides training, operating instructions, and performance evaluations, and the general oversight of the Transition Processing Coordinator (Government). Performs as on-site transition processing technician. Executes a wide variety of complex technical tasks associated with release from active duty, discharge, retirement, or physical disability separation of military service members terminating their active duty status. Requires comprehensive knowledge of military personnel operations, including Public Laws and Department of Defense governing directives concerning benefits and entitlements, retirement services, transition documentation, personnel records and automated accountability systems, identification cards and passports, medical processing, finance operations, and U.S. Army Reserve and Army National Guard retention contracting procedures.

Responsibilities

  • Planning and Organizing: Incumbent may work as a team or independently at a satellite or remote office without direct supervision or assistance. Workload is scheduled through direct coordination with local government representatives (Transition Processing Coordinator and/or Military Personnel Officer). May require travel and overnight stays.
  • Transition Management Functions: Maintains liaison with supporting offices, including military personnel office, Central Processing Facility, and finance and medical treatment facilities. Coordinates directly with serviced units and the military chain of command when needed.
  • Transition Processing: Identifies transitioning service members from multiple sources, coordinates pre-separation counseling/preretirement briefings, determines eligibility for separation pay, collects and audits personnel, finance and medical records, performs service computations, interviews service member, and prepares separation documents (transition orders, DD Form 214 worksheet and DD Form 214 discharge certificates, etc.). Reviews DA Form 31 (transition leave/permissive TDY) and schedules final transition processing. Monitors processing status in the following areas and initiates corrective action through direct coordination with functional proponents and/or member’s chain of command.
  • Documentation and Coordination: When authorized authenticates the DD Form 214 obligating the federal government to provide all rights and benefits entitled by the nature of the discharge from the United States Army. Audits personnel documentation for incorrect or missing data, including service computations, enlistment and reenlistment contracts, oath of office, evaluations, promotions, awards and service school diplomas/certificates. Provides pre-separation counseling mandated by Public Law 101-510 and retirement services, including Survivor Benefit Plan (SBP) counseling.
  • Medical Processing: Coordinates medical examinations and waivers, including special coordination with medical treatment facilities and the Department of Army Physical Disability Agency for transition processing of approved physical disability separations and retirements.
  • Emergency Transition Processing: Performs short-notice and emergency transition processing. Coordinates directly with personnel unit or military chain of command to resolve problems in unusually complex cases, including involuntary or adverse separations resulting from misconduct.
  • Document Consolidation: Consolidates transition documents for disposition and shipment to appropriate records center of Reserve/National Guard unit. Completes transmittal document and mails packet to HQDA (PERSCOM/EREC) or Reserve Component (USAR/ARNG) unit. Performs distribution of DD Form 214 to multiple agencies, including Veterans Administration, Department of Labor, and State Veterans Affairs Offices.
  • System Operations: Operates a stand-alone PC with TRANSDOC and TRANSPROC II software and other applications as needed. Serves as functional administrator for the TRANSDOC and TRANSPROC II automated system. Prepares and submits eMILPO transactions (Loss to the Army and Transfer); verifies transaction processing and conducts error resolution. Reconciles personnel accountability roster.
  • Record Maintenance: Maintains transition records and statistics; prepares and submits management reports. Performs office administrative functions including applying word processing skills to draft official correspondence and maintain automated files.

Education, Training and Experience Requirements

Three (3) years experience in military personnel service support (PSS) - or - Associates of Arts Degree combined with one (1) year of experience. Must have knowledge of military personnel automation systems and PC operations.
