Supervisory contract specialist

Summary

You will serve as a Supervisory Contract Specialist in the Contracting Department of Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa, Central (EURAFCENT) in Naples, Italy.

Duties

Help You will serve as a Division Director. You will oversee procurements which support mission requirements for Navy, Marine Corps, and other Supported Commanders throughout the Command's area of responsibility. You will be responsible for the leadership and management of subordinate personnel within the Division with oversight responsibilities to ensure satisfactory work products within the Division.

You will perform both pre-award and post award contracting functions relating to the planning, development, advertisement, award, and administration of contracts. You will be responsible for contracts covering a range of services and products related to design, construction, utilities, maintenance, facility support services, research and development, energy, and information technology.

You will oversee and leads efforts to plan, develop, advertise, negotiate, award, administer, and/or terminate contracts supporting long range procurement programs. You will make decisions or recommendations on the interpretation and content of federal regulations and agency policies concerning development and management of complex procurements. You will promote standardization when desirable and promote instructions/processes implementing approved procurement policies.

You will serve as Source Selection Authority (SSA) or Source Selection Advisory Council (SSAC) Chairperson or member when procedures utilizing multiple boards are required. You will assist in resolving inquiries from the Small Business Administration (SBA), Department of Labor (DOL), Office of the Secretary of the Navy or customer equivalent, industry associations, individual contractors, and/or Members of Congress. You will manage day-to-day priorities for the timely and efficient operation of their division.

You will be responsible for the total administrative and technical supervision of the division personnel, comprised of first line supervisors, procuring contracting officers, journey level contract specialists, and Department of the Navy interns. You will assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employee.

Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. This is an overseas position.

You will be subject to and must be able to satisfy the overseas requirements of the 26 Jul12 DODI 1400.25 V1230: This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time. If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

Must be able to obtain and maintain a U. S. Passport. May be required to obtain a VISA dependent on the overseas country's laws/regulations.
