**BACKGROUND AND PURPOSE OF THE ASSIGNMENT:**

The Agri-food Transformation Agency Support Center (TASC) is an initiative of the World Food Program to support governments in Africa interested in using the nodal agency model to drive transformational change in their agriculture sectors. TASC focuses on supporting The Government of Togo (GoT) to establish an Agricultural Transformation Agency (ATA) using this model. The Togo ATA is a key initiative of the Office of the President (BdP) and the Ministry of Agriculture (MAEDR) to boost economic growth through agriculture.

The Senior Manager, TASC will be responsible for:

  • Provide operational leadership of TASC consultants and the Togo ATA Analytics Team
  • Offer high-level expert advice to Senior Leadership at the Togo ATA
  • Lead development of learning products and activities for TASC and Togo ATA
  • Provide strategic and operational advice to the TASC Program Coordinator

**ACCOUNTABILITIES/RESPONSIBILITIES:**

1. Manage the TASC analyst team in Togo to produce high-quality deliverables

2. Accountable for TASC Outcome 5: Documenting and communicating project learnings

3. Lead TASC engagement with the Togo ATA on institutional development

4. Responsible for development of the TASC annual report

5. Assume leadership roles and responsibilities of TASC when the TASC Program Coordinator is not available

6. Lead TASC interactions on institutional development with the Director General (DG) of the Togo Agricultural Transformation Agency

7. Direct TASC's response to requests from the DG of the ATA

8. Lead interactions between staff of the ATA and TASC

9. Manage TASC's engagement with the Country Director and Deputy Country Director of the WFP Togo Office

10. Lead TASC engagement with external partners including GIZ, AFD, World Bank, EU, Gates Foundation

**DELIVERABLES QUALIFICATIONS AND EXPERIENCE REQUIRED:**

1. The Togo ATA has developed effective analytical capabilities

2. TASC Consultants have sufficient capacity to meet the Togo ATA's analytical needs

3. Strong relationships have been developed between TASC and Togo ATA staff

4. Learning products and activities have been developed for TASC's work in Togo and Ethiopia

**QUALIFICATIONS AND EXPERIENCE REQUIRED:**

Education: Master's Degree or higher in relevant field

Experience: 10 or more years of experience in international development, preferably in the agriculture sector; experience with the nodal agency model, multicultural team leadership, and partnerships

Knowledge and Skills:

  • Broad knowledge of agriculture and development practices
  • Designing and managing agricultural projects
  • Ability to manage staff remotely
  • Managing multiple project teams in Sub-Saharan Africa
  • Designing a learning program for teams and departments
  • Conversational level of French required

Languages: Fluency in English required; conversational level of French required
