Under the overall guidance of the Director, Office of Climate Change, Biodiversity and Environment Office (OCB), the Deputy Director assists with the day-to day management of the Office. He/she will support the Director in providing strategic, managerial and technical leadership for the work of the Office and cross-Office Teams on issues related to Climate Change including the implementation of the Climate Change Strategy and Action Plan, the implementation of the Biodiversity Mainstreaming Strategy and Action plan, as well as the Framework on Environmental & Social Safeguards. In particular, the incumbent:

Supports the Director in the overall management responsibility including strategic vision, planning, administrative leadership, advice, development and implementation of the approved work plan and Programme Priority Areas;Supports the Director to coordinate across FAO the implementation and reporting on the Climate Change Strategy and Action Plan, the Biodiversity Mainstreaming Strategy and Action Plan and the Framework for Environment and Social Management (FESM);Supports the Director in providing guidance and technical quality assurance for the Office's work on and in the provision of related policy and technical advice to FAO Member Nations;Supports the Director in the oversight and management of the teams working on the Global Environment Facility (GEF) and the Green Climate Fund (GCF) as well as other important financing mechanisms;Supports the Director in the oversight and management of the Commission on Genetic Resources for Food and Agriculture (CGRFA), the International Treaty on Plant Genetic Resources for Food and Agriculture (ITPGRFA) and the Globally Important Agricultural Heritage Sites (GIAHS); Ensures effective linkages and collaboration between the work and staff of the Office with the Natural Resources Stream, Decentralized Offices and other headquarters units on technical issues as well as supports the implementation of strategic partnerships pertinent to the Office;Engages effectively with external partners, organizations and forums, particularly in implementing the work programme, strategies and projects under OCB's responsibility;Contributes to the Office's mobilization effort of extra-budgetary resources for work in priority areas;Represents the Organization in internal and external meetings, and handles day-to-day matters in the absence of the Director;Performs other duties as required.

Candidates Will Be Assessed Against The Following

Minimum Requirements:

Advanced university degree in environment, climate change, natural resources, agricultural sciences, economics or related fields;At least twelve years of relevant experience and technical leadership of programmes and projects in more than one of the following areas: Climate Change, Biodiversity and/or environment along with understanding of the role of agrifood systems in delivering solutions to the climate, biodiversity and environment challenges;Experience in working with multilateral environmental agreements dealing with climate change, biodiversity and environment and in providing advice to governments related to these agreements; Proven managerial capacity demonstrated through previous experience of managing sizeable teams working on climate change, biodiversity and/or environment;Political awareness and experience in partnership building and resource mobilization, including coordinating project proposals for funding and interacting with funding agencies including the vertical funds (especially GEF and GCF);Ability to cooperate and/or lead effectively people of different national and cultural backgrounds in an international setting;Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).
