Position description

Org. Setting and Reporting

This position is located in the United Nations Interregional Crime and Justice Research Institute (UNICRI) in Turin, Italy. The incumbent will work under the supervision of the Head of Programme (Nuclear Security Programme) and the overall guidance of the Head of the CBRN Unit.

Responsibilities

Within assigned authority, the Programme Management Officer will be responsible for the implementation of the CBRN activities, particularly of the projects related to the intelligence-led operations to combat CBRN trafficking and terrorism as well as CBRN proliferation financing (PF) risks.

The incumbent will be responsible for the following specific duties:

  • Participate in the establishment, implementation and evaluation of projects on the topics of intelligence-led operations to combat CBRN trafficking and terrorism, as well as, CBRN proliferation financing (PF) risks; monitor and analyse programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant partners and donors; ensure follow-up actions.
  • Perform consulting assignments in collaboration with the client, by planning and facilitating workshops through other interactive sessions and assist in developing the action plan the client will use to manage the change; assist in developing methodologies for the organisation of table-top exercises, peer-to-peer workshops and training sessions.
  • Research, analyse and present information gathered from diverse sources; prepare various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provide substantive support to consultative and other meetings, conferences, etc., through proposing agenda topics, identifying participants, preparing documents and presentations, etc.; undertake outreach activities; conduct training workshops, seminars, etc.; make presentations to enhance the visibility of the Project.
  • Participate in or lead field missions, including provision of guidance to external consultants, government officials and other parties, and draft mission summaries, etc.
  • Coordinate activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepare related documents/reports (pledging, work programme, programme budget, etc.).
  • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Perform other work-related duties as required.

Education

  • An advanced university degree (Master's degree or equivalent) in criminology, law, international relations, political science or other relevant discipline, with specialization in aspects of international crime and justice issues is required. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five years of progressively responsible professional experience in programme or project management in crime prevention, international security or a similar field is required.
  • Experience in the area of CBRN (chemical, biological, radiological and nuclear) trafficking and CBRN proliferation financing is required.
  • Work experience within the United Nations system or a similar large international organisation is desirable.
  • Experience in data analytics or related area is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage.
