The EIB, the European Union's bank is seeking to recruit for its Group Risk & Compliance Directorate (GR&C) at its headquarters in Luxembourg, a Head of Group Financial Risk Department (GFIN).
This is a full time position at grade 8/9.
Internal benchmark Department Head
The appointment is for a term of up to five years.
The successful candidate will be offered a definitive duration contract (CDD) of 5 years which may be renewed or converted in accordance with applicable policies and rules.
Purpose
The European Investment Bank (EIB) Group is the financial arm of the European Union, comprising the EIB and the European Investment Fund (EIF). Owned by the 27 EU Member States, the EIB Group supports projects that advance EU policy objectives, including climate action, digitalisation & innovation, security & defence, cohesion, agriculture & bioeconomy, social infrastructure, impact investments outside the EU and contributing to reinforce Europe’s capital markets. Operating across Europe and beyond, the EIB Group employs approximately 4,400 staff for the Bank and approximately 710 staff for the Fund in 60 offices worldwide, reflecting its global reach and ability to mobilise investment across continents while maintaining a strong focus on EU Member States, which account for about 90% of its lending activity.
Group Risk and Compliance
Group Risk and Compliance (GR&C) is the Directorate responsible for the management of both financial and non‑financial risks relating to the EIB Group’s business. Such risks include credit, market, liquidity and funding risks, operational risk as well as climate risk, reputational risk and strategic risk. In its capacity as an independent second line of defence, GR&C independently identifies, assesses, monitors and reports on the risks to which the Bank is exposed.
Head of Group Financial Risk Department responsibilities
As the Head of Group Financial Risk Department, you will create the vision for the Department, proposing and developing financial risk policies and methodologies as part of the overall risk management framework, as well as identifying, measuring, monitoring, controlling and reporting on the risk positions. The areas under your responsibility include market risk and pricing control, treasury risk control (including portfolios managed on behalf of third parties), liquidity risk control (including intra-day, short term and long-term funding risk), payment and settlement risk control as well as counterparty credit risk control on derivatives activities. You will ensure that risk data and processes are subjected to strong and coherent frameworks (such as data and reporting governance) and perform regular reviews and further development of relevant Group Risk policies and related documents.
Operating Network
You will report to the Group Chief Risk Officer, liaise intensively with the other Department Directors within GR&C and foster a close cooperation among the Services outside and inside GR&C-Risk Management (RM). The role demands frequent contact at all levels, including Director Generals, in all other Directorates especially in the Finance (FI), Chief Financial Controller (CFC) and Group Information Systems (GIS) Directorates. Regular interface with members of the Management Committee and other governing bodies, either individually or on a collegiate level in support to the DG, is also a key element of the role. You will be expected to maintain regular contacts with other financial risk specialists in the Commercial Banking Industry and in other Multilateral Development Banks, liaise and cooperate with external counterparts, on the development of EU policies and related projects and programmes related to financial risk and collaborate with internal and external auditors.

The Department comprises approximately 7 direct reports and more than 60 staff across specialised services covering asset-liability management, market risk, liquidity risk, treasury risk, counterparty credit risk and financial risk governance.
