Child Development Center Director w/ CYP Oversight Apply to serve as the Child Development Center (CDC) Director with Oversight at U.S. Navy Fleet and Family Readiness (FFR). This role administers a developmentally appropriate child development program for eligible patrons and oversees all installation Child and Youth Programs (CYPs). The director manages operations for a small CDC (up to 100 children). Summary The position is twofold: administer the CDC program and oversee all installation CYPs, ensuring compliance with Department of Defense, Department of Navy, and local policies and standards. Program Management Apply child development principles to supervise CDC programming. Ensure a developmentally appropriate program that promotes social, emotional, physical, and cognitive growth of children. Provide program oversight and accountability for employees, ensuring safety of children per DoD, DoN, and local regulations. Develop, implement, and analyze surveys and needs assessments to ensure appropriate programming and hours of operation. Collect and maintain statistical data for planning and reporting in accordance with higher headquarters and statutory requirements. Maintain liaison with local institutions and community organizations to stay abreast of trends and changes in the community. Budgeting and Financial Management Develop integrated budget input, conduct written analysis of budget variances, and prepare justification for program resource requirements and repairs or maintenance. Oversee collection, accounting, and reporting of funds received from patrons. Ensure compliance with all regulations governing use of appropriated and non-appropriated funds. Adhere to authorized methods of acquisition. Personnel Management Supervise employees and volunteers, including Assistant Director, Program Leaders, Program Assistants, Operations Clerk(s), Cook(s), Food Service Workers, and Custodian(s). Ensure proper initiation and implementation of all personnel actions and maintain quality in selection, assignments, training, promotions, disciplinary actions, and recognition. Support and communicate the establishment of EEO objectives and policies. Oversee staffing schedules in accordance with established ratios and coordination with other CYP Directors. Establish local performance standards, evaluate performance, and guide employees on compliance. Resolve personnel complaints and take disciplinary action as required. Work with the Training and Curriculum Specialist to identify training needs and ensure competency-based training tied to career progression. Encourage and facilitate pursuit of continuing education, including the Child Development Associate (CDA) credential or college-level classes. Program Operations Provide input into the development of CYP standard operating procedures and ensure implementation. Work with other CYP Directors to establish a combined Parent Involvement Board (PIB). Develop and distribute CYP employee and parent handbooks. Collaborate with the Central Waiting List responsible. Compliance Adhere to standards from DoN, DoD, Military Child Care Act (MCCA), and NAEYC. Obtain and retain DoD certification and NAEYC accreditation; implement recommendations from inspections. Ensure food service operations provide nutritionally balanced meals per USDA guidelines. Additional Responsibilities Serve as a mandatory reporter to Family Advocacy and Child Protective Services. Complete and comply with all additional duties provided at the time of hire. Requirements Pre‑employment and random drug testing required; positive or missed tests may result in removal. Complete all background checks for child care positions, including fingerprint checks, Tier 1 (with child care), Tier 3 if applicable, and State Criminal History Repository (SCHR) check. Pass a pre‑employment physical, provide evidence of immunization, and be free of communicable diseases. Maintain appropriate security clearance as needed. Complete required training certificates and maintain certifications or credentials required by federal, state, and/or national accreditation institutions used in DoD's Child and Youth Programs. Must be a U.S. citizen. Qualifications 3 years of full‑time experience working with children and/or youth and appropriate education, or a combination of education and experience. Knowledge of child development principles and design/managing complex programs covering safety, security, disease prevention, employee training, developmental activities, parent involvement, and facility management. Knowledge of federal and state laws regarding child abuse and neglect prevention. Knowledge of facility design, maintenance concepts; DoN, local, and state child regulations. Knowledge of financial management, budgeting, and purchasing for a child development program. Preferred: experience working with military families and understanding of military lifestyle. Strong communication skills in English; effective oral and written communication and interpersonal skills. Ability to respond to emergencies, including evacuations, illness, and emotional disorders. Ability to supervise, exercise sound business skills, and provide positive personnel management. Education 4‑year degree in Early Childhood Education, Child Development, Elementary Education, Special Education, Home Economics (early childhood emphasis) or related field AND 3 years of full‑time experience. OR: Master’s degree in related field AND minimum 1 year professional experience. OR: Combination of education and experience (e.g., 24 higher‑level semester hours plus comparable experience) AND 3 years of full‑time experience. Note: A copy of your H.S. diploma, GED, or college transcripts (showing degree awarded) must be submitted when applying. Additional Information All employees are required to remain drug‑free; use of illegal drugs will result in removal from federal service. Marijuana is a Schedule I drug; positive tests result in ineligibility for 6 months. All child care providers must complete Installation Records Check (IRC) including SARP, FAP, and a security/base check. Automatic disqualification for certain convictions or negligent actions affecting child safety. Probationary period of up to one year may be required. First‑30‑day direct deposit required; E‑Verify used to confirm eligibility. Positions requiring travel >2 times per year may require a Government‑issued Travel Card.
