The Centre is the training arm of the International Labour Organization, a Specialized Agency of the United Nations which promotes social justice and internationally recognised human and labour rights in the world of work.

ORGANIZATIONAL CONTEXT

The Treasurer and Chief, Financial Services serves as the Centre's Chief Financial Officer and is responsible for the financial governance of the Centre. The position is responsible to the Director for the formulation of financial and budgetary policy and the oversight of the Centre's fiduciary responsibilities for all sources of funds.

Functional responsibilities

The Treasurer and Chief, Financial Services acts with the highest standards of integrity, confidentiality and institutional loyalty in the performance of the following key responsibilities:

  • Overseeing the application and implementation of the Financial Rules, including through the introduction of improved financial and related business systems and procedures as well as effective internal financial control, sound administration of funds and the exercise of economy.
  • Overseeing and managing the budgetary, financial and accounting operations of the Centre.
  • Overseeing the preparation of the Centre's budget, including the establishment of such procedures, criteria and deadlines as required, as well as providing advice on budget and financial policy to the Director.
  • Overseeing and managing the implementation of the approved budget, ensuring that the Centre's expenditure remains within the appropriations as voted and that such funds are used only for the purpose approved by the Board.
  • Overseeing the treasury operations of all funds in the custody of the Director.
  • Overseeing the Enterprise Risk Management (ERM) of the Centre.
  • Supporting and advising the Director in servicing the Centre's Board in relations to all financial matters, including overseeing the preparation, finalization and presentation of related documents.
  • Supporting and advising the Deputy Director in strengthening the effectiveness of the Centre's operating model, working in close cooperation with other Corporate Services to streamline business processes and workflows.
  • Audit liaison and management, overseeing the follow-up of internal and external audit reports.
  • Managing staff and setting the direction of technical areas under his/her purview.
  • Represent the Centre at UN inter-agency meetings concerning financial matters.
  • Ensure alignment with ILO policies and act as focal point on financial matters with the ILO Treasurer and Financial Comptroller as well as the officials in the Financial Management Department of the ILO.
  • Any other responsibilities assigned by the Director.
Qualifications required Education

University degree in business administration, finance or accounting, with certification as a Chartered Accountant or Certified Public Accountant or equivalent professional certification.

Experience

At least 15 years of relevant work experience in financial management, accounting and auditing, preferably with at least ten years working with international accounting and financial operations.

Languages

Excellent knowledge of English. Working knowledge of French is an asset.

Evaluation (which may include one or several written tests and a pre-interview competency-based assessment centre) and the interviews will tentatively take place during the 2 months following the application deadline. Candidates are requested to ensure their availability should they be short listed for further consideration.

Depending on the location and availability of candidates, assessors and interview panel members, the Centre may use email and/or video or teleconference communication technologies for the assessment and evaluation of candidates at the different stages of the recruitment process, including assessment centres, technical tests, or interviews.

CONDITIONS OF EMPLOYMENT

Appointment/extension of appointment is subject to the Staff Regulations of the Centre and other relevant internal rules.

Appointments are of fixed-term duration. The first contract is issued for a two-year period.

A successful external candidate will be on probation for the first twenty one months of assignment. Any extension of contract beyond the probationary period is subject to satisfactory conduct and performance.

Recruitment is normally at the initial step of the P.5 grade. Depending on qualifications and relevant experience, the successful candidate may be initially recruited at a grade lower than that of the position.

Grade P5 Salary, in US$, per year, (subject to revision by the International Civil Service Commission (ICSC): Minimum US$ 101,540 rising to a Maximum US$ 124,450.

Post Adjustment for Turin (subject to change): Minimum US$ 18,785 up to a Maximum US$ 23,023.

In case the appointed official qualifies for dependency status, (spouse or children) the above salary increases by 6% of the applicable grade and step.

Salaries and emoluments are exempt from taxation by the Italian authorities and so, on the basis of the international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments.
