Overview This position is assigned to the Installation Family Readiness Division; Fleet and Family Support Program (FFSP) Section; Commander, Navy Installations Command (CNIC). CNIC is an Echelon II activity directly reporting to the Chief of Navy Operations (CNO). The primary purpose of the position is to help young families develop skills to cope with stress, isolation, deployment, post‑deployment reunions and everyday demands of parenthood and to prevent child maltreatment incidents. Responsibilities Provide support services primarily through home visitation designed to provide psychosocial and educational support and training to expectant parents and parents with children from birth to 3 years of age who are identified as at‑risk for child abuse and neglect. Offer in‑office intervention services for eligible participants who are unable to participate in home visitation due to mission readiness priorities or other confirmed situational issues. Recommend and develop effective service plans based on screening and assessment tools. Collaborate with the family and appropriate agencies to achieve prescribed goals and enhance successful parenting. Implement the Office of the Secretary of Defense (OSD) and/or CNIC New Parent Support Program (NPSP) standardized home visitation curriculum designed to build and enhance strengths. Provide parenting education and coaching via home visitation or classroom settings, including positive parenting skills, healthy pregnancy promotion, parent‑child attachment behaviors, newborn infant cues, child development, and overall healthy family functioning. Develop strategies to support fathers and parent/child relationships. Conduct fatherhood outreach and facilitate interactive playgroups for developmental play and skill improvement. Provide education and training for CAPS/MTF staff, local commands, and community on topics such as child abuse and neglect, family violence dynamics, and related subjects. Participate in command briefings, orientation briefings, and special events. Market the NPSP through brochures, orientation briefings, and awareness campaigns. Serve as case manager for assigned clients, providing referrals to military and civilian resources, maintaining electronic case records, and collaborating with other program members for service provision. Perform data entry for program databases. Conduct screenings and assessments to identify families experiencing military life stressors and at‑risk for abuse and neglect. Assess postpartum depression, child development milestones, and unhealthy parenting attitudes. Qualifications Professional knowledge and skill in applying counseling concepts through a degree accredited by the Council for Accreditation of Counseling and Related Education Programs or equivalent knowledge. OR professional knowledge of social work through an accredited degree. OR professional knowledge of the patient care field sufficient to assess patient conditions and provide healthcare advisement through an accredited degree. Knowledge of military organization, missions, lifestyles, and situations. Strong ability to disseminate information concisely and form actionable recommendations. Knowledge of positive parenting practices, child development, attachment theory, and specialized services addressing deployment impacts. Knowledge of father engagement and intervention strategies. Knowledge of cultural diversity and competence. Knowledge of protective factors framework and ability to apply it. Knowledge of family violence dynamics, safety assessment, crisis intervention, and evidence‑based screening tools. Ability to promote and market NPSP through military and civilian venues and sustain partner relationships. Knowledge of state and federal laws governing domestic violence and child abuse reporting. Effective oral and written communication skills. Computer word processing and database input skills. Analytical and evaluative skills for developing new procedures. Ability to coordinate priorities, train staff, and communicate with all levels. Ability to implement and deliver training, parenting education, and coaching. Requirements Ability to work a flex schedule with advanced notice. Must hold or be willing to obtain a current state driver's license. Must obtain and maintain a Non‑Critical Sensitive (Secret) security clearance. Must complete the SF‑85P Questionnaire for Public Trust Positions. Must successfully pass a criminal history background check. CNACI background check required. FFSC personnel cannot provide services to minor children until condition is met. Education DoD personnel providing social work/LPC/LMFT services must have at least 2 years of experience in child abuse or domestic abuse prevention, intervention, or treatment, or maternal/child health support services. Registered nurses must have a bachelor’s degree in nursing, an unrestricted state or territory license, and at least 2 years of experience in child abuse, domestic abuse, maternal or child health, community health, or mental health. All DoD personnel and contractors in the NPSP must complete and update criminal history background checks in compliance with DoDI. Additional Information Applicants may need to submit proof of education, participate in medical screening, drug testing, and undergo reference checks. Selecting candidates are subject to successful National Agency Background Check. Occupants must maintain the privacy of official work information and demonstrate highest ethical conduct. Transportation and moving costs may be available for initial recruits. Eligible incumbents receive a tax‑free Post Allowance, LQA for living quarters, and use of Navy Exchange, Defense Commissary, and MWR programs.
