Setting and ReportingThis position is located in the Enabling and Outreach Service (EOS), Office for Supply Chain Management (OSCM), Department of Operational Support (DOS). This position is based in Brindisi, Italy. The Department of Operational Support was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions. The Office of Supply Chain Management includes the Office of the Assistant Secretary-General for Supply Chain Management, the Logistics Division, the Procurement Division, the Uniformed Capabilities Support Division, Global Service Centre, Aviation Safety Section and the Enabling and Outreach Service. The EOS provides supply chain enabling services through developing performance management metrics, reporting, operational guidance, as well as ensuring operational sustainment and continuous improvements for Umoja supply chain management system functionalities for the United Nations (UN) Secretariat globally. The Information Systems Officer reports to the Chief or designated official.#### ResponsibilitiesWithin limits of delegated authority, the Information Systems Officer will be responsible for the following duties:
- Manages projects involving feasibility studies, systems analysis, business analysis, design, development of information systems and/or, participates as a member of a team with responsibility for implementation, sustainment and continuous improvement of Umoja and other supply chain systems and technologies.
- Develops detailed system and other functional specifications and user documentation for major supply chain systems.
- Provides specialized advice and business operational support (iNeed Tier 2b) to users on Umoja supply chain processes, analyzing business requirements and defining these into configuration changes, enhancements or new applications; determines application systems integration and linkage issues.
- Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of systems, etc.
- Develops, tests and maintains technology solutions that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues.
- Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing.
- Develops training materials, operating and user manuals; trains staff in Umoja supply chain systems.
- Develops change management, user adoption and knowledge transfer plans and ensures appropriate planning, implementation and training of those responsible.
- Researches, analyzes and evaluates new technologies and makes recommendations for their deployment.
- Participates in business analysis, technology analysis, testing, reports and papers on systems-related topics, system requirements, information strategy, etc.
- Facilitates communications between the Functional-Subgroup for Supply Chain, DOS business pillars, and its client entities for good client feedback.
- Provides guidance to, and may supervise, new/junior staff, consultants, etc.
- Performs other duties as required.#### Competencies
- Professionalism: Knowledge of information technology/information management, particularly in systems analysis, database design and programming. Knowledge of several high level programming languages and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational systems, scripting and query languages, document design and management, hardware and software requirements, systems facilities and execution protocols. Strong analytical and problem-solving skills, to include proficiency in the development and implementation of systems of moderate size/complexity.
