Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related agency focused on promoting humane and orderly migration. It works with governments and partners to save lives, protect displaced persons, and facilitate legal migration pathways. This role supports HR functions in Italy and Malta under the supervision of the HR Coordinator and Resources Management Officer.
Job Purpose
This Human Resources Associate role is crucial for supporting the delivery and implementation of Human Resources functions within IOM in Italy and Malta. The position ensures the timely, accurate, and compliant execution of HR processes, contributing to the effective management of personnel. By facilitating recruitment, pre-employment activities, HR system data management, and personnel actions, the associate directly impacts the operational efficiency and compliance of the organization. The role also involves providing essential HR information to staff and identifying areas for process improvement, thereby supporting a well-functioning and supportive workplace environment that aligns with IOM's mission to assist people on the move.
Responsibilities
Key responsibilities
include assisting in the coordination of recruitment processes, such as drafting vacancy notices, screening applications, and preparing job offers. The role involves supporting pre-employment activities like preparing entry-on-duty documentation and coordinating induction sessions. Maintaining accurate HR system data, verifying entitlements, and managing contractual situations are also core duties. The associate will prepare documentation for various personnel actions, including separations and promotions, and coordinate with regional and headquarters HR departments. Additionally, responsibilities encompass preparing personnel reports, drafting correspondence, maintaining personnel files, and managing HR document archiving. The role also supports the performance evaluation process, provides information on entitlements to staff, and identifies opportunities for HR process improvements.
Work Experience
Required experience includes proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook). Experience in human resources management, personnel administration, maintaining HR records, and working with HR information systems or ERP systems is essential. Prior experience in international humanitarian organizations or similar institutions in a multicultural setting is advantageous.
Skills
Key skills include attention to detail, methodical organization, discretion, client orientation, patience, and a willingness to learn. Problem-solving, analytical skills, the ability to prioritize and manage multiple tasks, and handling confidential information are also important. Effective communication with staff at all levels is necessary. Knowledge of IOM HR policies, rules, and procedures is an advantage.
