Our client in Ispra, Italy is one of the biggest science hubs in Europe.
It employs approximately 3.000 top-notch researchers, engineers and scientists eager to resolve challenges and provide knowledge in order to support EU policies in a variety of areas from agriculture and food security, to environment and climate change, as well as nuclear safety, security and growth.
At the moment, they are looking for a GIS and Remote Sensing Specialist to:
- Manage the implementation of GIS systems to meet identified business needs, acquiring and utilising the necessary resources and skills, within agreed parameters of cost, timescales, and quality;
- Give proposals for project strategies, planning, definition of tasks and deliverables, review of project deliverables, data quality checks, risk analysis and management, status reports, problem reporting and management systems, follow up and organisation.
- Prepare and maintain project and quality plans and tracks activities against the plan, provide regular and accurate reports;
- Participate in functional working groups and progress meetings;
- Support in the organisation, active participation and presentation at:
- Regular, progress and interim review meetings with the Rapid Mapping service provider
- Progress meetings with the CEMS communication contractor, and track deliverables against plan.
- European Institution progress and contributing missions meetings
- Regular meetings with partner of the European Institution and contributing to the drafting of the reports
- Annual user workshop of the CEMS-Mapping component
- Team meetings
- Contribution to the preparation of:
- Technical annexes for outsourced activities and verification of the compliance
- Technical specifications and technical documentation; revision of technical documents related to Rapid Mapping deliverables and procedures (data, maps, documents), preparation of training material and other communication material related to the service (brochures).
- Proposals for product and service evolution, and coordination with the Rapid Mapping service provider
- Communication materials, including Information Bulletins, Observer articles, Science Flash For You, and European Institution Flash reports, which are prepared for specific RM activations in coordination with another contractor or European Institution colleagues.
- Update and maintenance of geographical databases
- Contribution and technical evolution of:
- Rapid Mapping IT systems (SRF, OLS, Website and Activation Viewer)
- Processing chains for checking the conformity of the maps and geographic layers with the technical specifications of Rapid Mapping
- Conducting GIS data analysis and data modelling
- Database queries and data analysis to compile summaries about Rapid Mapping activations and to extract records used for benchmarking and statistics of the service
- Systematic monitoring and archiving of each EMS RM activation using and querying the database of JRC's Activation Monitoring Tool (Online Logging System).
- Regular and ad-hoc updates of the EMS Copernicus portal via content management system
- editing the sections News, Meetings, Workshops, Citations, etc.
- Support in the management of day-to-day operations of Rapid Mapping, assessing the technical feasibility of rapid mapping activations and monitoring the processing chain of map production.
**Requirements**:
- 5 years experience in Remote sensing, GIS, Emergency mapping.
- Very good knowledge in quality control, feedback systems, requirements analysis.
- Knowledge in geospatial DBMS, GIS and remote sensing technology
- Knowledge in geospatial data analysis.
- Capability to write clear and structured technical documents.
- Good knowledge of English
