Organizational Setting

The Fisheries and Aquaculture Division (NFI) of FAO is responsible for the economic, social, institutional, governance and policy aspects of FAO's activities related to fisheries and aquaculture and their development, with particular emphasis on human wellbeing, food security and poverty reduction; post-harvest utilization, marketing and trade with due regard to the protection of the environment, food security and wellbeing of fishing communities; collection, compilation, validation, trend analysis and dissemination of the best available and up-to-date fishery statistics and for the dissemination of FAO's information on all aspects of world fisheries and aquaculture.
The Division is also responsible for FAO's activities related to the management and conservation of the living aquatic resources used by fisheries and aquaculture, including the biodiversity and ecosystem maintenance, with particular emphasis on most vulnerable and threatened species and habitats; management of responsible fisheries and aquaculture in accordance with modern management standards and best practices; development of fisheries technology, with due regard to the protection of the environment, food security and the wellbeing of fishing communities, including the safety of fishers and fishing vessels.
The Assessment and Management Team (NFIFM) of the Fisheries and Aquaculture Division (NFI) is a multidisciplinary team responsible for all programmes and activities related to assessment and management of fisheries and conservation of fishery resources, including all aspects of fisheries management and assessment related to the social, economic and ecological dimensions in the framework of the Ecosystem Approach to Fisheries (EAF). The Team: 1) provides information, advice and technical assistance to FAO Members and Regional Fisheries Bodies and Arrangements on Fisheries Management and Assessment globally; 2) promotes and supports the development, dissemination and adoption of tools, methods and approaches to facilitate the management, monitoring and assessment of fisheries under the EAF framework; 3) monitors global status and trends of fish stocks and fisheries; 4) supports the monitoring of all the relevant SDG indicators; 5) supports and promotes cooperation and coordination with other institutions and programmes concerned with responsible fisheries; and 6) provides technical advice and information on the availability and role of processes and tools for fisheries governance and management in ocean governance and relevant multi-lateral environmental agreements, with a focus on the EAF. The Team also develops and implements a large portfolio of programmes, projects and activities in an integrated and coordinated way.
The post is located in the Assessment and Management Team (NFIFM) of the Fisheries and Aquaculture Division (NFI) at FAO headquarters in Rome, Italy.
Reporting Lines
The Senior Fishery Officer (Fishery Economics) reports to the Senior Fishery Resources Officer/NFIFM Team Leader, Assessment and Management Team.
Technical Focus
The Senior Fishery Officer (Fishery Economics) will work as part of a multidisciplinary team, closely collaborating team focused on integrated multidimensional, evidence-based and participatory fisheries management, assessment and advice in the context of the Ecosystem Approach to Fisheries (EAF). She/he will lead the work related to fisheries economics to support the better management of fisheries.
She/he will contribute directly to the development of the concept and tools on economic analysis of fisheries in line with the EAF. A major focus of the work will be on ensuring that economic aspects are incorporated into the planning, implementation and monitoring of fisheries management at global, regional and national scales (the latter with a particular attentionto low- and middle-income countries). The Senior Fishery Officer (Fishery Economics) will also support needs for economic analysis across the Division, contribute to the Division's strategic thinking and planning for the Blue Transformation Roadmap and work closely with the EAF-Nansen Programme to develop practical solutions for fisheries management
The Senior Fishery Officer (Fishery Economics) will be tasked with performing economic assessments of capture fisheries production and its impact on global food and nutrition security, as well as the interplay between fishing operations and the availability of fishery resources. This involves creating analytical reports that examine the fundamental concepts of fisheries bioeconomics, the basic economic principles of fisheries management, value chain analysis and the economic challenges encountered in fisheries management (including small-scale fisheries). The role also includes analysing external variables that affect capture fisheries, as well as the impact of different types of regulations on economic behaviour and outcomes.
Key Results
Leadership and technical policy expertise for the planning, development and implementation of Divisional programmes of work, projects, products and services in accordance with the FAO Strategic Framework.
Key Functions
• Plans, manages or leads highly specialized or multidisciplinary teams; leads, coordinates and/or participates in Organization-wide, cross-divisional committees, project teams and working groups, and/or provides technical leadership/secretariat services on technical networks and/or international technical policy and standard setting bodies.
• Analyses global and country specific requirements and relevant technical issues to provide critical inputs into the FAO Strategic Framework, Programme of Work and Budget, work plans and the supporting budgets and/or resourcing strategies.
• Implements and monitors programmes of work involving the development of the approach, evidence-based strategies and related tools, methodologies and the supporting system/database, monitoring and reporting frameworks.
• Conducts, designs and oversees research and analysis activities to support the development of technical standards, international instruments, innovation, technical reports, publications and/or on-going programme development as well as the provision of technical and/or policy advisory services.
• Provides technical and policy advice to Members and technical support to Decentralized Offices in the development and implementation of their programmes.
• Leads and/or collaborates in, provides technical backstopping to, and ensures the quality/effectiveness of capacity development and knowledge sharing activities within Members such as policy support, organizational development and individual learning events, including preparation of related information, learning and on-line tools.
• Represents the Organization at international meetings and conferences, identifies and implements strategic partnerships, advocates best practices and increased policy dialogue and develops and negotiates effective working relationships/consensus and agreements with international and national stakeholders.
• Leads and/or participates in resource mobilization activities in accordance with the FAO Strategic Framework.
Specific Functions
• Leads and contributes to the development of technical documents, guidance and tools on all aspects of fisheries management, with a particular focus on economic aspects of fisheries production and related fish value chains.
• Co-leads the planning and implementation of capacity development programmes and field projects aimed at improving the capacity of Members and regional organizations for developing and implementing fisheries management systems, processes and plans in line with the EAF, with a particular emphasis on fisheries economics.
• Actively promotes the strengthening of global and regional collaboration, including Regional Fisheries Bodies and global processes, promoting and supporting economic analysis in these processes, and engages with relevant partners as necessary.
• Provides technical and policy advice to FAO Members on the development and implementation of fisheries policies and fisheries management processes, promoting sustainable fisheries within a food systems approach, with an emphasis on economic considerations.
• Serves as technical secretary on fisheries economics for one of the FAO Regional Fisheries Bodies and arrangements.
• Supports the contribution of the team to the Committee on Fisheries (COFI) and contributes actively to the work of the COFI Sub-Committee on Fisheries Management, on fisheries economics and related subjects.
• Leads part of the work of the team in mobilizing resources through a reinforcement of the collaboration with internal and external partners in support of sustainable fisheries management.
• Leads the work of the team on incorporating gender considerations into fisheries management, and functions as the team's focal point for gender-related work and issues.
• Performs other related duties, as required.

Minimum Requirements
Advanced university degree in fisheries management, natural resource management, economics, fisheries economics, management, or related disciplines.
Ten years of relevant experience in fisheries economics and management, including in the development of fisheries management plans and fisheries economic analyses and with work with Regional Fisheries Bodies in Africa, Latin America and the Caribbean, Asia or Small Island Developing States (SIDS).
Working knowledge (full proficiency - level C) of English and intermediate knowledge (intermediate proficiency- level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Work experience in more than one location or area of work, particularly in field positions, is essential.
Extent and relevance of experience in managing multicultural teams.
Depth and relevance of experience and knowledge of fisheries management frameworks and processes, of fisheries economics and of current global issues, trends and constraints related to the management of fisheries, particularly in the context of the EAF and fisheries economics.
Extent and relevance of experience in national and international fisheries policies and management with a focus on the role of regional and international organizations in connection with them.
Extent and relevance of experience or knowledge in the development, implementation and monitoring of fisheries policies, master plans, management plans or management measures, with an emphasis on fisheries economics and management.
Extent and relevance of experience in the integration of economic and social considerations into fisheries management processes.
Extent and relevance of experience working on fisheries management in national or regional fisheries management agencies and the inclusion of economic considerations in these.
Extent and relevance of experience in different countries and regions, especially in developing countries and countries in transition in one or more of the main geographical areas of the main work of the team (Sub-Saharan Africa; Central/South America; Asia; Near East; Pacific - SIDS).
Extent and relevance of experience working with Regional Fisheries Bodies (RFBs) and Regional Economic Communities (RECs) and involving developing countries and countries in transition, in one or more of the main geographical areas of the team's work (Sub-Saharan Africa; Central/South America; South Asia; Pacific - SIDS).
Extent and relevance of experience in capacity development and training-related activities, including leading teams working on fisheries management and development.
Extent and relevance of experience planning, managing and reporting on projects and programmes on fisheries management and development, applying results-based management to manage programmes, budgets and human resources efficiently under shifting priorities.
Strong oral and written communication skills.
Extent and relevance of experience working with development agencies and multilateral funding organizations in fisheries management, including mobilizing resources and maintaining relevant technical networks.
