ABOUT THE ROLE Key Responsibilities: To support SD Safety and Nautical DPAs and Technical Superintendents in ensuring that the Company's Management System, its policies, procedures, and practices fully comply with all relevant regulations for the assigned ships.
To assist SD Safety and Nautical DPAs and Technical Superintendents in ensuring that the Company's Management System is properly implemented and maintained on assigned ships and by the concerned shore personnel.
To assist DPAs (Designated Person Ashore) as required by the ISM Code and SOLAS Conventions ensuring the safe and correct environmental operation of assigned ships.
To assist the Senior Director Nautical and Safety in providing technical advice to proposed itineraries, voyage planning, and ensuring safe vessels operations.
To serve as an advisor to Captains on navigational concerns regarding proposed deployment.
To carry out the review of proposed ports and port facilities ensuring a safe operation is carried out.
To support fuel budget preparation and monitoring of fuel consumption for the fleet.
To assist in an operational role as required.
SAFETY AND ENVIRONMENTAL PROTECTION To assist SD Safety and Nautical DPAs and Technical Superintendents ensuring that all procedures concerning safety, safe working practices, and pollution prevention are implemented and followed for assigned ships.
To maintain records of and evaluate together with SD Safety and Nautical DPAs and Technical Superintendents reported hazardous occurrences and report the findings of any investigations recommending actions to prevent recurrence and ensuring that approved actions are implemented.
To ensure that an effective safety organization is maintained on board each vessel and that the Safety Officer submits periodic reports on all matters concerning safety.
To act as a member of the Company back-up team during an emergency.
To conduct office and shipboard internal audits and inspections, ensuring that corrective actions are taken to rectify any defects identified.
To act in an advisory role to staff onboard ship and to relevant office staff assisting line management with matters concerning the functioning of the Management system including training.
QUALITY: To ensure implementation of the Company's Management System.
To report audit findings to senior management.
To maintain records of non-conformance reports submitted by managed vessels and office staff and verifying that appropriate corrective action is identified and implemented in a timely manner.
To assist in developing amendments to policies and procedures in order to cope with special situations and changes in legislation or recommended practice.
MARINE: To assist the Senior Director Safety and Nautical to provide a general marine advisory service for the fleet and ship's Masters as required.
To ensure that each vessel is supplied with necessary charts and publications and that they are properly maintained and updated.
To assist DPAs in monitoring and arranging services & certification and Flag & Port State inspections & audits of assigned vessels and vessel's certificates as specified in the Company's Management System.
LIMITS OF AUTHORITY: Authority to implement Company policies in matters of safety, environmental protection, and security.
Authority to carry out audits, inspections, and investigations as necessary maintaining a proper relationship with the SD Safety and Nautical DPAs and Technical Superintendents.
Authority to evaluate S&Q HES procedures and to propose changes for their improvement including training.
RELATIONSHIP: Maintains a close operational relationship with SD Safety and Nautical DPAs and Technical Superintendents and staff in all departments regarding marine matters including corporate functions as directed by the Director Safety and Nautical.
Qualifications: Minimum qualification of Class 1 (Master) certificate of competency and seagoing experience as a Chief Officer pursuant to the International Convention on Standards of Training Certification and Watch-keeping for Seafarers (STCW) 1978 as amended or other formal education combined with not less than three years practical senior level experience in ship management operations.
Strong leadership skills and proven experience in leading a team.
Solid written and verbal communications skills, particularly within a multicultural environment.
Clear and precise communication with all levels of the organization is essential.
Strong ability to interact with senior management team and build effective relationships within the company as well as with internal and external customers.
Strong planning capabilities to identify and prioritize strategies and activities as well as to meet the deadlines required to support the overall business needs.
Exceptional interpersonal communication and listening skills including the ability to adjust style to successfully implement ideas across the business/ships and effectively interact with external and internal channels.
Must be extremely customer-service oriented.
