* Organizational Setting
The Animal Production and Health Division (NSA) promotes and facilitates the sustainable development of the livestock sector, integrating scientific and technical expertise and policy advice. It hosts technical networks in the areas of animal health, genetics, feed and animal husbandry and provides analysis, policy dialogue (including intergovernmental bodies) and technical assistance. It also supports emergency responses, mostly in animal health, and the FAO's priority programme (PPA) actions to promote the One Health (OH) approach in FAO's programmes and divisions.
This position is located within the Programme and Operations Hub (POH) of the Animal Production and Health Division (NSA) at FAO headquarters in Rome, Italy. The position will focus on work related to the projects led by the FAO One Health and Disease Control Group (NSAH-CJW), which is primarily concerned with aspects related to the prevention, detection and timely response to health threats of animal origin (zoonotic diseases, transboundary animal diseases, production diseases, diseases of wildlife, arthropod-borne diseases, food safety, antimicrobial resistance, one health) that affect public health, efficiencies, sustainable livestock production. In addition, NSAH-CWJ's capacity development work ensures the strengthening of veterinary systems at national and regional level and bridges agriculture development, public health and ecosystem health. The Programme Officer reports to the Programme Officer, head of the NSA Programme and Operations Hub, under the overall guidance of the Director of NSA. Technical Focus
Project design and operational management of global animal health and production portfolio of extra budgetary programmes/projects (One Health, Emergency Prevention System Animal Health (EMPRES), Global Framework-Transboundary Animal Diseases (GF-TADs), Anti-Microbial Resistance (AMR), other biothreat reduction), planning and programming.
Key Results
Develop, implement, monitor and evaluate assigned programmes/projects.
Key Functions
• Carries out basic research on selected aspects of programmes, operations and other activities; collects, analyses and presents statistical data and other information gathered from diverse sources.
• Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging development issues and trends, participation in impact evaluation or equivalent studies.
• Participates in survey initiatives; issues data collection tools, reviews, analyses, and interprets responses, identifies problems/issues and prepares preliminary conclusions.
• Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications.
• Undertakes outreach activities; participates in the development of training workshops, seminars; participates in and makes presentations on assigned topics/activities.
• Participates in field missions, including provision of substantive and administrative support, data collection, etc.
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements) and preparation of related documents/reports (pledging, work programme, programme budget.), as necessary.
Specific Functions
• Provides guidance to NSA technical officers in the design and formulation of global programme and project proposals.
• Supports Budget Holder main functions to ensure effective budgeting and management of resources in line with donor requirements and FAO policies.
• Prepares regular project financial briefs and periodic updates customized for NSA project portfolio and support the maintenance of financial control and management system to monitor delivery, cash flows, revisions and extension, donor reporting and closure.
• Provides support in the coordination and negotiation of grant application process for US/Defence Threat Reduction Agency (DTRA) awarding throughout all the stages of process (pre-coordination, proposal development and review/evaluation).
• Liaises with resource partners, UN agencies and other implementing partners on grant administration and financial matters of joint proposals and projects.
• Designs tools for internal planning and supports the development/improvement of standard operating procedures and workflows.
• Contributes to knowledge sharing on programme/operational matters and systems controls in close collaboration with other relevant FAO Units, and support proposals development for improving processes and strengthening capacities and information sharing.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING Minimum Requirements
• Advanced university degree in business administration or public administration, social science, political science or a related field.
• Three years of relevant experience in project or programme management, administration or related area.
• Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions.
• Extent and relevance of experience in the field of administration and programme management, especially in the frame of one health global projects and programmes pertaining to animal production and health including biothreat reduction.
• Extent and relevance of experience in programme/project formulation, analysis, planning and implementation.
• Extent of knowledge of planning and budgetary processes and associated tools both online and offline (MS Excel, Power BI, applied artificial intelligence, MS Projects and other tools).
• Understanding of FAO policies and programmes is considered a strong asset.
• Demonstrated knowledge related to project cycle management in the UN context is desirable.
• Demonstrated ability and experience to prepare and analyse large and complex sets of financial data for report preparation and inform decision making.
• Experience and skills in grant application and negotiation process, specifically US/DTRA awards is considered an asset.
