If you have any questions about this vacancy or the application process, please email us at ****** Hauptaufgaben Incumbent advises the Registrar and Provost Marshal, in the areas of licensing and privately owned vehicle customs clearance for personnel with vehicles registered under the USASETAF 190-3.
As all registered POVs are processed through the Vehicle Processing Center, the incumbent has continuing personal contacts with the Provost Marshal and USAG-Vicenza Garrison, to resolve various policy problems for vehicle registration and clearance.
Assists in the administration of the command-wide vehicle registration program in handling the registration of vehicles brought into the command and sales of vehicles between members of the command.
Works the entire registration process from time of arrival at port to the receipt of license plates.
This entails the advising of command personnel on obtaining various documents, e.g.
application, proof of ownership, customs permit, insurance permits, registration application, proof of ownership, and bills of sale.
In addition, determines the validity of these documents and signs documents verifying that the individual is a member of the command and is entitled to tax free privileges.
Interprets and applies instructions and regulations pertaining to the registration and handling of vehicles in order to direct, provide advice and assist command personnel on same.
The privilege for operating a tax free POV in Italy is guaranteed by the Status of Forces Agreement; the United States Navy is the designated service having responsibility for US Military POVs in Italy.
Based on guidelines and directives from USAREUR and SETAF Regulations, NATO Agreements, Naval Support Activities Instructions (Naples) and Italian Customs regulations, advises military and civilian personnel on appropriate procedures to follow in connection with a wide variety of transactions.
This advice and assistance is based on the precedent cases and personal knowledge of Military and Italian regulations.
Examples of these types of cases are: the purchase of vehicle from outside the command or from another foreign country, the purchase of a vehicle from a tourist, the bringing of a vehicle through Italian Customs, the registering of second cars, the dismissal of such at the border, the application of license plates from the USA, insurance and license requirements of other foreign countries, vehicle repossession by a finance company, stolen vehicles, abandoned vehicles, return of vehicles impounded by Italian authorities.
Acts as a liaison between the Provost Marshal and police, customs, finance and related law enforcement officials and agencies to obtain cooperation, concurrence and assistance in order that the Provost Marshal's crime prevention, enforcement and vehicle registration programs meet the standards of the command.
Has frequent, daily contact with various Italian law enforcement agencies and middle and high ranking police officials.
The purposes of the incumbent's liaison mission with police authorities are three fold; to establish and clarify procedural and policy matters; solve case problems for which there is no precedent; and inform police officials on recurring problems or inconveniences being experienced the command personnel.
Makes written and telephonic liaison; arranges for, and does the interpreting for the bi-weekly PM personal visits with Questura, Finance Police, Carabinieri, Customs Inspector General, Public Security Police, and Stradale Police.Attends combined police meetings, offer suggestions, recommendations and commitments, which impact on the overall Provost Marshal operation.
When required, may train Military Policemen in vehicle registration matters; prepare SOPs for Military Police personnel on such matters as procedures and requirements for the disposal of vehicles and for the impounding of vehicles, and provide classroom instruction to Military Policemen as part of their mandatory training schedule.
Performs registration of weapons and advises personnel on weapons registration requirements.
The incumbent ensures the registration process is carried out in an outstanding manner.
The incumbent is responsible for the interpretation and application of Italian police laws and USAREUR and SETAF regulations with respect to purchasing weapons, the registration process and privately owned weapons safeguard.
Collects cash payments for vehicles registration fees, Italian road taxes, Italian cover plates, and issues receipts, and ensuring proper payments are made to the appropriate agency.
Verifies daily cash and check balances from registration activities.
Acts as the custodian for the vehicle registration cash funds, responsible to maintain and safeguard these funds at all time.
Responsible for Prepares end of day reports such as Daily Activity Reports (DARs), bank deposit slips, and other documentation related to such reports.
Prepares various reports for SETAF, USAREUR, Naval Support Activity (Naples) and Italian Customs authorities on the registrations of weapons, POL products, and license plates Types/inputs information into a CPU/keyboard terminal creating forms, correspondence, and reports related to the final form.
Incumbent is responsible to maintain a variety of office files.
NOTE: Tour of duty is 40 hours per week, Monday through Friday from 08.00 to 17.00, including a 1-hour uncompensated lunch break.
Qualifikationsanforderungen MINIMUM QUALIFICATION REQUIREMENTS: ?Applicants must meet the qualification requirements in the "General Schedule Qualification Standards" published by U.S Office of Personnel Management, as summarized below.
EXPERIENCE: Applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the U-06 grade level.
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Education may be substituted for experience in accordance with the "General Schedule Qualification Standards" published by U.S Office of Personnel Management.
