**We are looking for**:
**a CAPEX Project Procurement Leader,** you will be responsible at 30% for small Capex needs (>100k EUR) and at 70% for leading the procurement process in assigned projects (>2M EUR).

**We count on you for**:
(30%) Small Capex needs (> 100 k EUR)
- Coordinate with Site Buyers and Site Management (maintenance, engineering)
- Pro-actively capture Capex needs, in order to ensure early procurement involvement and optimize added value creation
- Seek for structural improvement on site level, initiate leverage across sites, and propose process improvements that lead to increased efficiency and effectiveness

(70%) Leading the procurement process in assigned projects > 2 M EUR
- Ensure that a first strategic alignment is taking place in the preliminary study (FEL2)
- As an active member of the project management team (PMT), further develop the strategic alignment during Basic Engineering (FEL3). Develop and propose the Project Procurement Strategy to the PMT and Procurement governance structures.
- Ensure sufficient procurement resources are mobilized (internal, external) and coordinate between all procurement resources, in order to ensure compliance to the project objectives (cost, schedule) and the project procurement strategy
- Conduct the RFI (Request for Information) process, to ensure the bidders list complies with HSE standards, and bidders undergo a pre-qualification (HSE, Quality) where needed.
- Lead the contracting process, from Request for Quotation (RFQ) to award of contract, both during Basic Engineering (for Long Lead Items) and during Project Execution phase, and this for both Goods and Services. Ensure TBE (Technical Bid Evaluation) and CBE (Commercial Bid Evaluation) are conducted and completed
- Ensure a consensus is reached for the award of each contract, optimize between Price and Risk (Quality, Schedule, Contract terms), and drive for optimal TCO (Total Cost of Ownership)
- Ensure contract administration (desk expediting, invoicing issues, bond management, change order management) and contract management is organized and effectively executed after the award of the contract / Purchase Order, based on external resource mobilization
- Support claim management and lead claim negotiations, and actively support in escalated contract management topics (schedule delays, quality issues)

**You will bring**:

- 5-10 years of procurement experience, by preference Capex and/or Opex related
- Strong contracting skills, able to negotiate Key Terms that lead to the right balance of Price versus Risk, while safeguarding strong contractual contract management
- Be a global team player, strong communication skills
- Able to build relationships in multi-disciplinary teams
- Proven track record of excellent negotiation skills
- Leadership capability to lead procurement and contract administration teams consisting of both internal and external members
- Innovative thinker that detects opportunities, finds way to exploit them, but also foresees risk and mitigates them before they can materialize
- SAP expertise
- Bachelor’s degree required. Master’s degree preferred
- Fluent in English
- Ability to travel
