**Organizational Setting**
The position is located in the Ethics Office (ETHDD), which is mandated to promote high standards of ethical conduct, integrity, transparency and accountability at FAO. The position of Ethics Officer is located in the Ethics Office (ETHDD) at FAO headquarters in Rome, Italy.

**Reporting Lines**
The Ethics Officer reports to the Senior Ethics Officer.

**Technical Focus**
Support to the Ethics Office in its mandate to foster an ethical workplace.

**Key Results**
Support fostering a workplace culture that upholds the values of the Organization, its ethical and functional integrity, respect for the dignity, diversity and rights of staff, in compliance with the Organization's Staff Regulations, Rules, Manual provisions and policies, and the Standards of Conduct for the International Civil Service. The Ethics Officer shall be guided by the principles of objectivity, accountability and confidentiality.

**Key Functions**
- Lead the development and the revision of FAO ethics-related policies to strengthen a workplace culture that upholds ethical standards, transparency and accountability;
- Ensure compliance and ethical conduct in the Organization's operations at headquarters and in the field by providing confidential advice and guidance on how to promote compliance with policies, procedures and practices to reinforce and promote the ethical standards enumerated in the Standards of Conduct for the International Civil Service, relevant Staff Regulations and Rules and policies, including but not limited to those addressing fraud and corrupt practices, harassment, sexual harassment and abuse of authority, whistleblower protection;
- Generate survey initiatives; reviews, analyses and interprets responses, identifies problems/issues and prepares conclusions;
- Organize and prepare written outputs, e.g. background papers, analyses, sections of reports and studies, inputs to publications;
- Develop outreach and advocacy material, design and delivery of workshops, briefings and trainings on various ethics-related topics.

**Specific Functions**
1) Protection against Retaliation (PaR) matters:
a. advise FAO personnel on the FAO PaR policy and internal FAO grievance mechanisms;
b. conduct preliminary (prima facie) review of PaR requests and draft prima facie case findings;
c. develop management recommendations, where appropriate;
d. engage with FAO internal justice system bodies on retaliation cases;
e. provide independent review of reports from investigations into retaliation complaints;
f. remediate situations when retaliation may have or has occurred and effectuate consultation/resolution process;
g. employ creative solutions to prevent retaliation and reduce instances of formal complaints.

2) Annual Disclosure Programme (ADP):
a. implement the financial disclosure policy and develop position papers on ADP and related issues;
b. administer the ADP contractual obligations and liaise with external vendors to ensure compliance and recommend improvements to the programme;
c. provide guidance to ADP participants and external reviewers on any disclosure issues;
d. provide guidance on any conflicts-of-interests as disclosed in the ADP and suggest mitigation measures;
e. ensure smooth, effective and efficient operation of the ADP;
f. ensure provision of consistent ethics advice through daily interactions with other Ethics Office staff.
