**Duties**:

- Provide counsel and advice on general contract law, the Federal Acquisition Regulation, fiscal law, and laws and regulations pertaining to the requirements generating process.
- Offers recommendations and opinions on law related to contractual rights and obligations based upon statutes, regulations, court and administrative board decisions, decisions of the Comptroller General, and DOD, DA, and SETAF-AF policy directives.
- Provides technical analysis and legal advice to commanders and staffs on authorities for commitment and expenditure of funds.
- Reviews requirement justifications and fiscal planning for government contract requirements for goods, services, construction, and other program acquisition actions.
- Serves as a legal advisor to various acquisition review boards and the Operational Contracting Support and Integration Cell (OCSIC). Provides fiscal law training to military and civilian personnel in furtherance of military missions.
- Coordinates within the command and external agencies regarding ADA investigations and serves as a legal advisor to ADA investigating officers.
- Analyzes and advises on problems of unusual complexity and extreme difficulty that arise as a result of required implementation of bilateral country-to-country agreements and conflicts between U.S. and foreign laws.
- Serves as a legal adviser for appropriated (APF) and non-appropriated fund (NAF) contract matters (e.g., pre-award contracting activities, administration of contracts, contract modifications, contract fraud, etc.).
- Provides advice and guidance to the command on fiscal law issues as related to contracting and other matters. Interprets US and host nation laws and regulations, agreements and treaties relating to contracting and government fiscal law.
- Coordinates directly with interagency counterparts, DoD, Joint Staff and service counterparts on legal issues.
- Prepares written opinions and renders legal advice on administrative law including base/installation law, release of information, reports of survey, line-of-duty determinations, formal and informal investigations and commander's inquiries, etc.
- Conducts classes and training for commanders, staff and other personnel on a variety of administrative and operational areas.
- Recommends appropriate action to approving authorities.
- Serves as a Deputy Designated Agency Ethics Official (DAEO) for SETAF-AF's Ethics Counselor and executes the Ethics Program.
- Prepares opinions and furnishes advice on questions involving standards of conduct and conflict of interest issues for SETAF-AF and subordinate command personnel.
- Prepares opinions and furnishes advice on a wide variety of ethics law issues, including post-employment restrictions, contact with prohibited sources, proper use of government resources including motor vehicles and military air assets.
- Ensures the filing of Financial Disclosure Reports and Confidential Statements of Affiliations and Financial Interest by those senior SETAF-AF officials who are required by law to file such documents.
- Provides ethics training for SETAF-AF personnel. Reviews additional ethics issues as they arise. Coordinates with counterparts in the Joint Staff and the Department of Defense Standards of Conduct Office (SOCO) when appropriate.

**Conditions of Employment**:

- A two year trial/probationary period may be required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance for access for the duration of employment.
- This position may require the incumbent to submit a Confidential Financial Disclosure Report (OGE Form 450) upon entry, and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position requires the incumbent to maintain active bar membership, in good standing (as defined by the pertinent bar) of the bar of the highest court of a State, U.S. territory, the District of Columbia, or Commonwealth of Puerto Rico.
- Must obtain and maintain a no-fee passport and associated visa while assigned to a Federal civilian position in an area requiring a passport and associated visa, if authorized.
