The Human Technopole Foundation (HT) is an interdisciplinary research institute, created and supported by the Italian government, whose aim is to develop innovative strategies to promote human health and healthy aging through a multidisciplinary and integrated approach, combining genomics, computational biology, structural biology, neuroscience and health data science. HT scientists work together to enable interdisciplinary research and to create an open, collaborative environment to help promote life science research nationally and internationally. In line with its mission to serve the research community at large, HT operates National Facilities, specifically aimed at making HT’s technologies, methods and tools available to the national scientific community.

The Human Technopole Foundation is looking for a **FM Hard and Soft Services Manager**.

The role, reporting directly to the Head of the Campus Development & Facility Management (CDFM), is responsible of all operational and administrative task related to Facility Management, ensuring that quality services and building functionality are provided in line with the KPIs, policies, procedures and legislative requirements.

Human Technopole, located in Milan MIND Area and counts more than 20.000 sqm of complex building infrastructures, highly technological laboratories and services. The next stage of development will double the current size and will open multiple services to other national institutions.

**Your main tasks and responsibilities**:

- **Facility Management Oversight and Planning**
- Managing FM Officers to oversee and conduct regular checks/inspections on the buildings’ conditions, take corrective and preventive action agreed with the Line Manager and according to the Maintenance Plan;
- Organize and improve the Campus Maintenance Plan, providing periodically the right level of information to staff and suppliers;
- Coordinating FM services with core business, events, and construction works;
- Be sure that buildings and labs are fully compliant with current laws and regulations, working close with HSE Team
- **Financial Management and Reporting**
- According to HT priorities and guidelines, define yearly FM Budget, providing estimates, forecasts and technical documentation supporting each Capex/Opex investment Providing estimates and forecasts;
- Run recurring audits and technical analysis of buildings and plants infrastructure, escalating issues with resolution plans accordingly;
- Map KPI’s on office efficiency and user satisfaction, prepare adequate reporting for all staff and Top Management;
- Preparing reporting for staff and management.
- **Emergency Preparedness, Continuity Planning, and Legal Responsibilities**
- Responsible and coordinator of the campus oncall service;
- Prepare and implement Campus Business continuity plan and Disaster recovery plan;
- Managing building insurances, payment of taxes and utilities;
- Updating campus policies, rules, and instructions;
- Manage services, supplies and works under Public Procurement Code, implementing Vendors List for Facility Management;
- Acting as RUP or DEC/DL according to the Public Procurement Code.
- **Vendor, Supplier and Security Management**
- Manage the ticketing systems and the relationship with external suppliers/partners in FM;
- Implementing Vendors List for Facility Management;
- Implementing and coordinating security and cleaning across the Campus.
- **Equipment and Asset Management**
- Reponsible for GLE (General Lab Equipment) maintenance;
- Managing Asset Management tools and onsite monitoring.

**Mandatory requirements**
- Qualification in technical disciplines (engineering or architectural degree, technical diploma);
- Minimum 3 years of experience in a FM leadership role;
- Proven experience of delivering soft and technical services through a management team across one or more sites, both technically and financially;
- Strong knowledge of Public Procurement (D.Lgs. 36/2023);
- Strong knowledge of the technical regulations of the sector, especially on MEP plants and civil maintenance;
- Good spoken and written English.

**Preferred requirements**
- BIM knowledge is a plus;
- Previous experience in research/hospital/university environments.
