**Duties**:
**A. Adolescent Clinical Counseling**:
1. Identify opportunities to intervene with adolescents early who may be at risk for alcohol and other substance abuse issues, and mental health or conduct issues. Adolescents may self-refer or be referred by school personnel, peers, parents, FFSC staff, command, medical or other community resources that serve youth.

2. Provide short-term, solution focused clinical counseling to adolescents in grades 6 through 12. Counseling may be provided to individuals, groups, and/or families. Assess individual and family needs; establish treatment plans with behaviorally specific goals and objectives. Treatment is designed to reduce the incidence of adolescent alcohol and drug use to include prescription and over the counter medications and other high risk behaviors. Treatment assists teens in managing identified risk factors thereby mitigating long-term problems such as the onset of mental health issues, initiation or escalation of alcohol/drug use, school performance, school attendance and command misconduct.

3. Identify and assess crisis situations requiring immediate response, to include risk of suicide, interpersonal violence and abuse. Provide crisis intervention and safety planning, as needed. Coordinate with law enforcement, legal, medical and commands for intervention, as required.

4. Independently manage cases, consulting with colleagues and the CAP Supervisor, as needed. Comply with reporting protocols involving high risk or high visibility cases to include notification to command, Region and Command Navy Installations Command (CNIC).

5. Collaborate with Behavioral Health at the military medical facility and refer as appropriate situations beyond the scope of FFSC practice to include a diagnosable substance use disorder or mental illness as defined in the current edition of the Diagnostic and Statistical Manual of Mental Disorders (DSM).

6. Initiate, develop and facilitate group treatment programs to enhance individual and family resiliency, improve family communication and relationships.

**B. Prevention Education**

1. Provide school and community based prevention education programs to adolescents in grades 6 through 12. The goal of prevention programs is to reduce risk of substance use and high risk behaviors through building resiliency skills for both teens and their family members.

2. Prevention and awareness education is provided one on one, in a classroom setting or in small groups as well as in broader community settings that may include parents, community partners and in collaboration with other community professionals.

3. Prevention education may include information on a variety of topics that are of concern to adolescents in our overseas communities, such as teen dating violence; bullying, healthy relationships, sexual education, peer pressure, moving and transition and deployment and death.

4. Prevention/awareness education may also include community education directed towards educators, commands, mental health professionals, law enforcement, etc.

**C. Records Management/Documentation**

1. Maintain case documentation in accordance with Navy requirements regarding format and timeliness and in accordance with Navy policies and regulations, with FFSC clinical quality standards as outlined in the Counseling and Advocacy Clinical Source Guide. Enter all clinical and collateral contacts into the Fleet and Family Support Management Information System (FFSMIS) and Centralized Scheduling and Metrics (CS&M).

2. Draft and prepare letters/papers/reports and other documentation as directed by site/Region specific requirements, which may include specific information regarding community trends and statistics specific to teen issues.

3. Participate in peer review of clinical work, in accordance with FFSC site specific requirements.

**D. Community Liaison/Coordination**

1. Serves as liaison and maintains a working relationship with necessary and appropriate agencies and commands to further a comprehensive education/prevention program with regards to adolescent issues and specifically to address adolescent alcohol and substance use behaviors.

2. Participates in installation substance abuse committees as well as other community groups such as the installation Family Advocacy Committee.

3. Actively participate in community awareness campaigns such as Teen Dating Violence Awareness Month. Brief installation stakeholders regarding adolescent issues specific to the installation and community. Stakeholders include command, school personnel, parents, students, military treatment facilities FFSC staff, law enforcement, etc.4. Make use of local social media to provide information to the community on teen issues; such as AFN, local newspapers, community events, etc.
