Engineering Technician

**Duties**:

- Serves as a Construction Manager with overall responsibility for maintaining long-term and day-to-day surveillance over the full range of office and field activities associated with contract construction activities for a large number of projects.
- Serves as a Project Manager on select projects when necessary.
- Actively participates in extensive construction and engineering management decisions relative to the military and civil construction missions.
- Manages the full range of field and office engineering functions, providing advice and guidance to surveillance personnel on construction engineering and administrative problems.
- Actively Participates in design review conferences with customers, the District Office, and private A-E firms design engineers to discuss construction aspects of design and foreseeable problems.
- Serves as the authoritative on-site resource in evaluating contractors construction schedules, safety program, quality control procedures, plant layouts, and road systems.
- Makes controlling interpretations of intent of plans, specifications, and final engineering determinations on whether methods and materials employed meet requirements of contract specifications and results in sound and safe structures.
- Determines contractor's operations comply with wage and hour, equal employment opportunity or other labor laws and regulations and contractors are properly recording work accomplished and materials used.
- Serves as a Contracting Officer’s Representative (COR) on select multi-million dollar construction projects
- Provides continuity in leadership for active projects within the area.

- One year trial/probationary period may be required.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

- This position requires the incumbent to be able to obtain and maintain a no-fee passport and associated visa while assigned to a Federal civilian position in an area requiring a passport and associated visa, if authorized.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a SECRET security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires the incumbent to be able to obtain and maintain a Contracting Officer's Representative (COR) Certification within 6 months of entrance on duty.

- **Specialized Experience**: One year of specialized experience which includes**:1) Managing the full range of field construction and engineering functions, AND 2) Providing guidance to surveillance personnel on construction engineering and administrative problems, AND 3) Advising on complex and critical design problems to make decisions relative to the military and civil construction missions. **This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
