Mission

The PPM manages and coordinates all the procurement activities relevant to the Project, ensuring the respect of budget, schedule and quality of the deliverables.

Accountabilities
- Issues the Procurement Plan (PRP) and the Project Cost Control (PCC) aligned with project budget and schedule, and ensure its effective implementation by monitoring that the procurement activities are executed on time and budget;
- Ensures the execution of the supplier selection process, ensuring that contracts with sub-suppliers are aligned with project requirements in term of costs, schedule, quality and any other specific project requirement (e.g.: local content, etc.) and are issued timely in respect of project schedule; in doing so the PPM coordinates the activity of the buyers of both Platform and Bogie, Carbody and Propulsion categories;
- ensures that all contracts/LOI relevant to Key Sub-supplies (as identified upon issue by the PM of the Project Management Plan), are formally approved by the Project Manager before commitment is taken with the supplier;
- Constantly updates the PRP and the PCC, and share progress with project manager on occasion on monthly project meetings;
- Ensures the verification of the trend and deviations of the project procurement costs, with respect to the set budgets/targets; in case of deviations, supports assessment of the main causes and recovery actions;
- Promotes cooperation and coordination between Procurement and other Functions to meet Project targets and deadlines.
- In case of any change to the vehicle configuration that may have an impact on scope of work of the supplier (in terms of costs and/or delivery), analyse the impact of the changes to supplies in terms of cost and schedule;
- In case of make/buy mix changes, support the Project Controller to estimate the economic impact by evaluating the cost of the change.

Main Interfaces

The resource for the performance of its tasks will have to relate to the institutions of:

- Supply Chain, for the definition/optimization of requirements and logistics;
- Maintenance, Engineering and Operation, for the study of technical issues;
- Sales, with regard to the offers necessary for the acquisition of sales orders by customers of Hitachi Rail;
- Program Management, for the alignment of supply programs and the respect of the budget;
- Administration & Finance, for the closure of the liability cycle and the management of sureties;
- Legal, for legal/contractual matters;

Required Skills/Knowledge
- Ability to read/interpret technical specifications and/or drawings;
- Excellent use of the office package and the main computer tools;
- Knowledge of SAP Environment System MM;
- Proven negotiating and negotiation skills, enriched by good analytical and management skills.

Education/Qualifications

Technical-commercial training (degree in engineering/management or economic/ legal disciplines);

Languages

Excellent knowledge of the English language;
