JOB DESCRIPTIONThe Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through FAO's Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agri-food systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.FAOs Human Resources Division (CSH) provides HR strategies, policies, tools, guidance and oversight to FAO clients worldwide to ensure that the Organization attracts, develops and retains a diverse, skilled and highly motivated workforce, delivering on the mandate of the Organization. Over the next years, CSH will focus on developing and implementing a people centred strategy, and on positioning HR as a strategic partner and a streamlined function.The Human Resources Division is composed of two main clusters, (i) the Integrated Talent Management providing advice and managing position management, recruitment, mobility, staff development & training, performance management and social security, and (ii) the HR Strategy and Policy, providing HR strategic guidance, policy and oversight.The post is located in the team responsible for FAO Global Internships, Volunteers and Fellows (IVF) Programme in the Corporate Support Branch, CSHC of the Human Resources Division, CSH at FAO headquarters in Rome, Italy.Reporting LinesThe Human Resources Officer reports to the Senior Human Resources Officer, CSHC.Technical FocusThe delivery of HR processes and services, particularly in the areas of recruitment and selection, talent acquisition and outreach, talent management, HR analytics, and HR partnerships. The design, development and implementation of HR projects and tools for process or service improvement.Key ResultsThe provision of human resource services to management and staff.Key Functions Plans and delivers services in designated human resource field(s); Consults with designated business partners on specific HR requests, issues, and problems, and provides advice, policy interpretations, and options on how to proceed; Analyses requirements and researches and analyses information, data, statistics, and/or trends for the preparation of plans, strategies, reports, policies and/or other products; Reviews on-going service delivery, related policies, procedures, systems to recommend changes, develop proposals, and coordinate updates/revisions; Collaborates in the development of information/training materials and products to increase understanding of HR services and policies, promote capacity development and facilitate change across the Organization; Researches and provides information to management and staff to resolve problems and/or reach agreement on various issues; Leads short-term work groups and participates on Organization-wide committeesand working groups. Specific Functions Supports the delivery of the FAO IVF Programme according to an annual work plan as well as delivers processes and services required for short-term professionals and loan of officials and experts; coordinates and implements the effective outreach, selection, appointment and talent management of interns, volunteers and fellows (IVFs); Provides advice to hiring offices of IVFs/short-term professionals/loans of officials and experts on specific cases, selection and recruitment requirements, policy interpretation, employment arrangement and/or best practices, etc. in conformity with HR rules and policies; Liaises with IVF partner organizations and implements deployments of IVF sponsored participants as per the agreed work plan; Researches and makes proposals on outreach strategies for effective young talent acquisition to maximize geographic diversity and coordinates virtual and non-virtual outreach activities for the young talent; Proposes new strategic partnership opportunities and broadens the partner base through institutional arrangements with global, regional and national and local networks of academia, research institutes, the private sector and volunteer associations; ensures concluding institutional IVF agreements with external partners, following corporate partnership procedures. Builds and scales up collaborations with the partner organizations;Prepares reports, information materials and guidelines for training purpose, newsletters, HR analytics and tools for effective HR management as well as for generating interest among stakeholders in FAOs youth talent programme;Performs other relevant duties as required. CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWINGMinimum Requirements Advanced university degree in human resources, management, business administration, organizational development, industrial psychology or a related field.Five years of relevant experience in human resources management and administration, including experience in talent acquisition, recruitment and selection.Working knowledge (proficient level C) of English and limited knowledge (intermediate level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish). Technical/Functional Skills Work experience in more than one location or area of work, particularly in field positions, is desirable. Extent and relevance of experience in human resources management, administration and staff servicing in the UN system. Extent and relevance of experience in development and implementation of human resources policies and procedures in the UN system.Familiarity with automated human resources management system and extent of experience in using human resources information management systems and creating HR analytics.Experience in partnership and engagement building would be asset.Ability to analyse complex issues in human resources management and administration.
