**PURPOSE OF CONSULTANCY**:

- Deliver key technical products and deliver stakeholder engagement tasks that are key to the early establishment phase of:

- the Finding Common Ground Initiative to develop new modelling tools for use by banks and finance which shape fiscal and economic policies that improve health equity and well-being, while showing the co-benefits of health and health equity to fiscal stability and economic well-being.
- the design and launch of an Impact Investment Alliance, which will convene ministries of health and finance along with investors to unlock investment into healthy ageing, youth mental health and inclusion, and rural proofing for health equity.
- delivering country technical assistance and intercountry knowledge exchange or advocacy on well-being economy policies, governance, investments, metrics and modelling.

**BACKGROUND**:
Widening health and social inequities are having fatal consequences, undermining people’s trust in institutions and threatening future prosperity. With ongoing pressures on public budgets, now more than ever countries need new ways to invest in well-being policies, equity and healthy societies while maximizing the benefits for everyone.
The WHO European Well-being Economy Initiative, led by the WHO European Office for Investment for Health and Development (Venice, Italy) aims to engage the economy and finance sectors to invest for health and well-being and show the co-benefits for achieving sustainable growth and development.

**DELIVERABLES**:
**Deliverable 1**
- Update, equity-proof and finalize draft policy brief 1, drawing on available materials.

**Deliverable 2**
- Undertake Country Mission 1, including preparation work and reporting.
- Draft discussion paper around different approaches to return on investment and well-being investment

**Deliverable 3**
- Update, equity-proof and finalize draft policy brief 2, drawing on available materials
- Deliver working group meetings planning for a multi-country knowledge exchange policy dialogue and the impact investment alliance

**Deliverable 4**
- Undertake Country Mission 2, including preparation work and reporting
- Updated draft discussion paper around different approaches to return on investment and well-being investment
- Update, equity-proof and finalize draft policy brief 3, drawing on available materials

**Deliverable 5**
- Develop briefing materials for a multi-country knowledge exchange policy dialogue
- Update, equity-proof and finalize draft policy brief 4, drawing on available materials
- Deliver working group meetings planning for a multi-country knowledge exchange policy dialogue and the impact investment alliance

**Deliverable 6**
- Deliver a multi-country knowledge exchange policy dialogue
- Deliver working group meeting to develop the impact investment alliance
- Organize and deliver a meeting of the New Economics Expert Group

**Deliverable 7**
- Undertake Country Mission 3, including preparation work and reporting
- Deliver a third meeting of the Finding Common Ground Initiative
- Update, equity-proof and finalize draft policy brief 5, drawing on available materials

**QUALIFICATIONS**:
**Educational Qualifications**:
Essential: Bachelor's degree in public health, economics, or other relevant field
Desirable: Master's and/or PhD public health, economics or other relevant field

**Experience**:
Essential: at least 5 years of experience in health or economy, including progressive policy or research in relevant fields with experience relevant to novel investment approaches to public health or social issues

**Skills/Knowledge**:
**Essential**:

- Knowledge of current evidence and policy issues in the fields of economy and health equity;
- Skills in qualitative and quantitative research and track record in producing evidence reviews, reports, and analysis for health social and economic policy-makers and institutions;
- Strong written and communication skills in English.

**Desirable**:

- Knowledge of modelling approaches that can span health, economy and finance
- Knowledge of novel approaches to design investment

**Languages**:
Essential: Expert knowledge of English

**LOCATION**:
On-site: WHO European office for investment for Health and Development, Venice, Italy

**TRAVEL**:
In case the consultant is expected to travel, a travel authorization will be issued accordingly

**REMUNERATION**:
a. Remuneration: Band level B, USD 7,000 / month for a total of 49,000 USD

b. Expected duration of contract: 7 months
