Organizational Setting
The FAO Investment Centre (CFI) provides investment and finance solutions that lead to more efficient, sustainable, inclusive and resilient agrifood systems. Working in over 120 countries, the Centre offers a full suite of investment and finance support to FAO Members. It partners with governments, international and national financing institutions, the private sector and farmers, research institutions and academia to improve the quality and quantity of agrifood investment. The Centre’s four main areas of work include strategic investment planning and policy, public investment, private investment, and innovative finance. Complementary knowledge and capacity development support share lessons and build capacities at the country level.
The post is located in the Office of the Director, (CFID) of the FAO Investment Centre (CFI) at FAO headquarters in Rome, Italy.
Key Functions & Responsibilities
Participate in the development, implementation and evaluation of assigned programmes/projects; monitor and analyze programme/project development.
Review relevant documents and reports; identify problems and issues to be addressed, propose corrective actions, liaise with relevant parties, and track follow‑up actions.
Assist in policy development, including review and analysis of issues and trends, prepare impact evaluation or equivalent studies.
Prepare various written outputs such as drafts of background papers, analyses, sections of reports and studies, and inputs to publications.
Undertake outreach activities; conduct training workshops, seminars, present on assigned topics/activities.
Coordinate activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements) and prepare related documents/reports such as pledging, work programme, programme budget.
Specific Functions
Support the development and monitoring of the Centre’s strategy and programmes, and prepare related communication material for meetings with internal and external partners.
Support the development of the Centre’s collaboration with financial partners and contribute to the creation of new memorandum of understanding and cooperation agreements.
Support the preparation of new or modified contractual arrangements with new and existing partners.
Support the management of investment operations (projects and programmes) and assignments led by the Office of the Director.
Support CFI operations and collaboration with internal and external stakeholders.
Support the preparation of corporate reporting requirements such as the risk log and fraud prevention plans.
Minimum Requirements
Advanced university degree (Master’s or equivalent) in business administration, public administration, social science, political science, international development, international relations, or a related field.
Five years of relevant experience in project or programme management and administration at national and international levels, including exposure to investment and finance support solutions and knowledge of public and private investment processes.
Working knowledge (proficiency – level C) of English and intermediate knowledge (proficiency – level B) of another FAO official language (Arabic, Chinese, French, Russian, or Spanish).
Technical / Functional Skills
Experience in more than one location or area of work, particularly in field positions.
Relevant experience in management support to investment programmes/projects in developing countries, including planning, monitoring and reporting.
Relevant experience in administration, finance and management related to public and private investment operations.
Knowledge of FAO’s main development partners’ procedures, especially the World Bank, IFAD and other IFIs.
Understanding of FAO policies and programmes (strong asset).
Experience in programme/project formulation, analysis, planning and implementation.
Knowledge of investment and finance solutions with international financing institutions and bilateral donors (asset).
