Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) plays a vital role in achieving the Agenda through its Strategic Framework by promoting the transformation to more efficient, inclusive, resilient, and sustainable agri-food systems, aimed at Better production, Better nutrition, a Better environment, and a Better life, ensuring no one is left behind. The Office of Innovation (OIN) serves as a key instrument within FAO to provide strategic direction and facilitate innovation across the Organization's operations, thereby consolidating and enhancing FAO's innovative capabilities.

In alignment with the FAO Director-General's directive to transform approaches and business models for significant change, and in conjunction with the UN Secretary-General's call for increased utilization of behavioral science by UN agencies, OIN is leading FAO's initiative to investigate the advantages of behavioral science and behavior change methodologies as tools for innovation across Priority Programme Areas (PPAs) and Functional Objectives.

Reporting Lines

The consultant/PSA will report directly to the relevant Team Leader in the Office of Innovation.

Technical Focus

The consultant/PSA is engaged by the Organization to provide expertise, skills, or knowledge for the execution of a specific task or project, which is expected to be short-term in nature. The assignment may involve full-time or part-time responsibilities. This Call aims to identify suitably qualified and experienced consultants and/or PSA subscribers to establish a roster for the following profile: Behavioral Science Specialist.

Candidates may be involved in multiple initiatives and may be invited to undertake short-term assignments ranging from a few days or weeks to a maximum of 11 months, with the possibility of extension subject to satisfactory performance and the Organization's resources and needs.

The specialist will support the FAO Science and Innovation Strategy at global, regional, sub-regional, and country levels across three pillars:

  1. Pillar I: Strengthening science and evidence-based decision-making.
  2. Pillar II: Supporting innovation and technology at regional and country levels.
  3. Pillar III: Enhancing member support by reinforcing FAO's capacities.

Tasks and Responsibilities

The Consultant/PSA will contribute to FAO's vision at global, regional, and country levels by applying behavioral insights to various programmatic areas across FAO.

  • Support (category C) / Coordinate (category B) / Lead (category A) the execution of formative behavioral science research, literature reviews, and scoping exercises.
  • Support / Coordinate / Lead teams in implementing the application of behavioral science through a structured approach (e.g., Define, Diagnose, Design, Test, Scale) to promote human-centered thinking and generate behavioral insights.
  • Support / Coordinate / Lead the piloting of behavioral science projects in the field, including co-designing behavioral science interventions/prototypes based on data-driven perspectives.
  • Support / Coordinate / Lead the organization and execution of co-innovation workshops (e.g., behavior design sprints) utilizing established diagnostic tools and frameworks.
  • Support / Coordinate / Lead the application of qualitative, quantitative, and/or mixed methods research to capture evidence from behavioral science applications.
  • Support / Coordinate / Lead the iteration of interventions to identify scalable policy elements and adapt previous pilots to agrifood system contexts.
  • Perform any other duties as required.

Candidates Will Be Assessed Against the Following

Minimum Requirements

  • University degree in Behavioral Science, Behavioral Economics, or related fields.
  • At least 1 year (category C), 5 years (category B), or 12 years (category A) of relevant work experience in:
    • Applied behavioral science expertise, including behavioral assessments and running experiments.
    • Application of qualitative, quantitative, and/or mixed research methods.
    • Designing research instruments and protocols.
    • Behavioral design in prototyping and user testing.
    • Planning and managing behavioral co-design workshops.
    • Project management and relationship management.
  • Working knowledge (level C) of English and limited knowledge (level B) of another official language of the Organization (Arabic, Chinese, French, Russian, or Spanish).

Selection Criteria

  • University degree in behavioral science, behavioral economics, decision sciences, psychology, or related fields; an advanced degree is an asset.
  • Experience in supporting, coordinating, or leading behavior change projects.
  • Fieldwork experience applying behavioral principles in agriculture-related programs.
  • Experience facilitating the uptake of innovations in vulnerable communities, particularly in the Global South.
  • Familiarity with liaising with central and decentralized offices and field teams, preferably in the UN context, is an asset.
