Microsoft Cloud Operations + Innovation (MCO+I) is the driving force behind our cloud services. This division is tasked with the management of over 200 Microsoft web portals and online services globally, encompassing infrastructure, security, compliance, operations, globalization, and manageability. We seek a dedicated and energetic individual to contribute to the development of the network that supports the world's largest online services. The CO+I Commissioning team oversees the comprehensive delivery of new data center capacity for CO+I. By establishing advanced program management and construction methodologies, this team is responsible for orchestrating workflows across both vertically and horizontally aligned project managers and virtual teams to successfully execute multi-million-dollar, multi-year data center construction initiatives.

As a Commissioning Manager, you will collaborate with data center architects, engineers, construction managers, network engineers, data center operations teams, and finance teams to optimize and enhance the delivery of data center capacity. You will be accountable for adhering to scope, schedule, and budget while delivering cutting-edge data center technology to Microsoft's Online Services. Your role will include ensuring that projects are commissioned in line with Microsoft's standards, managing the commissioning process for projects in the designated region, and providing support for other commissioning projects across various regions.

Qualifications

Required/Minimum Skills & Qualifications:

  • Extensive relevant technical engineering experience
  • OR Bachelor's / Master's Degree in Mechanical Engineering, Materials Engineering, Reliability Engineering, Electrical Engineering, or a related field AND some technical engineering experience
  • Expertise in Data Center Commissioning
  • Knowledge of Construction QA/QC
  • Proficiency in Project Management
  • Familiarity with Data Center Operation and Maintenance
  • Understanding of UPS systems, switchgear, generators, and critical mechanical systems
  • Ability to develop and compose detailed Commissioning Scripts
  • Competence in issue identification and resolution management
  • Proficiency with MS Office (Outlook, Word, Excel, PowerPoint), MS Visio, MS Project, MS Teams

Candidates must meet Microsoft, customer, and/or government security screening requirements for this role. These requirements include, but are not limited to, specialized security screenings: Microsoft Cloud Background Check, which must be passed upon hire/transfer and every two years thereafter.

Preferred/Additional Qualifications

  • Commissioning Certification
  • OSHA 30 or equivalent qualification
  • NFPA-70E
  • Project Management Professional (PMP) certification

Responsibilities

Business Processes:

  • Reports to the CO+I Sub-Region Commissioning Lead
  • Primary responsibility for assigned metro commissioning projects with secondary responsibility for other CO+I commissioning projects for the region
  • Develop and/or maintain best practices to identify and incorporate quality and cost-effective solutions.
  • Manage the contracted Commissioning Agent assigned to Data Center construction projects in the designated metro.
  • Formulate Commissioning Procedures and Standards.
  • Conduct construction site inspections to assess QA/QC and commissioning processes.
  • Drive the project commissioning process, including scope and schedule management.

Communications:

  • Regularly review construction progress, QA/QC, commissioning progress, issues, and KPI metrics to report to management.
  • Coordinate meetings and activities of vendor project managers, integrating lessons learned.
  • Manage client representatives and partners to define and align on scope, schedule, and budget.
  • Attend scheduled owner/architect/contractor (OAC) and other project meetings, reporting as necessary.
  • Provide weekly or as-required updates on project progress regarding scope, schedule, and budget.

Accountability:

  • Responsible for developing, managing, and reporting on the scope and schedule of the commissioning process for CO+I projects.
  • Oversee the commissioning process for assigned metro projects.
  • Regularly report on the commissioning process to management.
  • Work independently in support of the CO+I Program.

Strategy and Development:

  • Manage data center commissioning project delivery strategy in alignment with the CO+I roadmap strategy.
  • Refine practices/policies and develop methods/techniques for driving solutions, including the development of commissioning procedures.
  • Provide input into a long-term delivery strategy and incorporate requirements into project execution plans.
  • Manage vendor relationships and ensure contract compliance.
  • Oversee vendor performance management using scorecard metrics.
  • Prepare RFPs, PERs, and other project approval tools and templates.
