Reporting Structure

The Facilities Management Officer (Field Activities) is accountable to the Senior Facilities Management Officer/Head of CSLI.

Technical Emphasis

• Deliver technical assistance for construction projects within field operations and Decentralized Offices.

• Assess technical specifications for tender submissions related to construction activities in the field.

• Offer technical guidance for office refurbishments in Decentralized Offices.

• Serve as project manager for designated renovation initiatives.

Key Outcomes
Provide technical expertise in relation to programmes/projects associated with infrastructure and facility management within Decentralized Offices, ensuring effective technical support, particularly for the management of physical operations.

Core Responsibilities

• Evaluate and advise on the planning, design, construction, and upkeep of significant systems and facilities, along with other engineering tasks.

• Review, assess, and modify project documentation, confirming that proposed design specifications are precise, reliable, practical, and economically viable.

• Propose solutions to intricate and atypical architectural and engineering challenges.

• Stay informed about notable trends and advancements in methods and equipment through relevant engineering publications.

• Lead teams in investigating critical issues related to the design or construction of systems and facilities, providing recommendations for specialized challenges.

• Coordinate and ensure initiatives under the Organization's efforts on Corporate Environmental Responsibility to minimize emissions, enhance efficiency, and incorporate sustainability into daily operations.

• Participate in planning missions, acting as a technical advisor to committees or at international conferences.

• Gather and analyze data to identify trends or patterns, presenting insights through graphs, charts, tables, and reports. Employ data visualization techniques to support data-driven planning, decision-making, presentations, and reporting.

• Perform additional related duties as necessary.

Specific Duties

• Conduct technical assessments and develop guidelines and procedures for optimizing administrative and technical processes related to field infrastructure projects.

• Provide technical support for the implementation of construction and technical infrastructure tasks in the field, collaborating with focal points and Decentralized Offices, ensuring compliance with safety and security regulations and national standards.

• Collaborate with security focal points at headquarters and Decentralized Offices to revise procedures for field office infrastructure tasks in line with local safety and security protocols.

• Coordinate with FAO Security Service and Decentralized Offices for the execution of infrastructural security measures.

• Travel to project sites as needed to evaluate technical requirements, prepare construction and bidding specifications, and oversee work progress in accordance with the design.

• Develop cost estimates for infrastructural field projects and monitor the budget for each initiative.

• Draft tender specifications for construction and maintenance services for field projects and supervise the execution of works.

• Act as project manager for specific renovation projects at headquarters.

• Conduct contractual performance acceptance tests by certifying the quality and quantity of construction materials, when applicable.

• Provide advice on, and contribute to the preparation of the biennial budget.

• Investigate and assess the application of new construction materials and technologies, developing improved methods and equipment, and collaborating with FAO staff and/or contractors to achieve cost efficiencies.

• Serve as contract manager for concessionary contracts.

• Act as an alternate to the Senior Management Officer during their absence.

• Execute other duties as required.

CANDIDATE EVALUATION CRITERIA

Minimum Qualifications

• Advanced university degree in civil engineering, architecture, or related disciplines.

• Seven years of professional experience in facilities management, including maintenance contracts.

• Proficient working knowledge of English and intermediate knowledge of another FAO official language (Arabic, Chinese, French, Russian, or Spanish).

Technical/Functional Expertise

• Experience in multiple locations or areas of work, particularly in field roles, is advantageous.

• Relevant experience in managing infrastructural projects, maintenance, and construction activities for office environments.

• Experience in infrastructural projects within developing countries, including knowledge of relevant laws and standards concerning safety, security, and environmental practices.

• Relevant experience in procuring outsourced facilities management services.

• Strong written and verbal communication skills in English and Italian on technical matters.

• Demonstrated supervisory skills.

• Extent and relevance of experience in facilities management, maintenance, and technical systems for large office premises, particularly in Italy.

• Familiarity with the European facilities management landscape, including knowledge of pertinent laws regarding safety and security.

• Experience in interpreting architectural layouts, interior design, and maintenance-related issues in large office buildings.

• Knowledge of the United Nations (UN) system rules, policies, and practices related to the procurement of outsourced facilities management is considered beneficial.

• Proficient working knowledge of Italian is regarded as a strong asset.

GENERAL INFORMATION

Extension of fixed-term appointments is contingent upon performance certification and availability of funds. FAO reserves the right not to make an appointment. Appointment will be subject to verification of medical fitness, accreditation, residency or visa requirements, and security clearances.
