Serve as a senior technical consultant supporting the Navy's Maritime Operations Centers (MOC). Provide assistance to shore-based Fleet Commanders and other Combatant Commands within the Area of Responsibility (AOR). Engage in on-site troubleshooting and maintenance support for issues that may span multiple Navy systems while delivering training on these systems. Lead and coordinate troubleshooting efforts with other shore and afloat Fleet Systems Engineers. The candidate will oversee the daily operations of various MOC systems, which includes systems administration, network engineering, end-user support, requirements analysis, planning, systems integration, and engineering. This role also entails serving as a senior technical advisor to the N2/3/6 staff and MOC watch team. A Top Secret clearance is mandatory.
ResponsibilitiesMOC Job Activities: Conduct on-site troubleshooting and maintenance support for issues affecting multiple Navy systems, while providing training on these systems. Lead and coordinate troubleshooting efforts with other shore and afloat Fleet Systems Engineers. Provide networking support for C4I systems, recognizing that equipment and capabilities differ across sites, thus requiring varied skill sets. Coordinate the repair of installed C4I systems and offer advisory and systems engineering services. Deliver on-site engineering and technical support for the integration of IT hardware and software upgrades on MOC systems. Assist in maintaining system hardware and software, system architecture, configuration, and systematic baseline to meet site/node objectives. On-site support will include activity-based technical and engineering assistance for web-based Command and Control (C2) applications and user access. Offer recommendations to optimize the use of applications and systems, including Common Operational Picture (COP) management and network connectivity with other joint/multi-national systems. Support a dynamic operational environment, demonstrating the ability to learn and propose improvements or alternative networking strategies. Aid in conducting preliminary network testing following the integration and configuration of site upgrades and modifications. Support Information Assurance (IA) efforts, ensuring compliance with IA policies, managing IA-related systems, including Endpoint Security Solutions, Host Based Security System (HBSS) configuration for C2 systems, Cyber Security inspection support, and Assured Compliance Assessment Solution (ACAS) administration. Provide assistance for restoration procedures, ensuring rapid response to emergent issues, and maintaining network documentation, along with reviewing security and audit logs & SOPs. Engage with multiple shore and ship-based customer organizations as required. Interact with end-users as necessary. Less than 15% travel may be necessary. Qualifications
Minimum Qualification A Bachelor’s degree in Information Technology (or an equivalent technical degree) or 8+ years of relevant technical experience is required. Preferred Certifications: IAT2 (in accordance with DoD Instruction and Navy guidance) with IA and CE required. Cisco CCNA or CCNP certification is preferred. Proficiency in Windows or Unix/Linux operating systems is required; CISCO may be an acceptable alternative. Skills: Experience in network operations and maintenance, including server virtualization and systems administration (Unix and/or Windows) is required. Familiarity with network operations and maintenance, particularly with FMV and DCGS-N, is required for NAVCENT MOC. Understanding of fleet communications architectures is essential. Knowledge of military C2 architectures is required. Strong communication skills, both oral and written, are necessary. Ability to effectively communicate with senior Navy/DOD officials and technical personnel is essential. The candidate must be capable of providing training as needed. Clearance: Top Secret clearance is required.
