Organizational Setting

The primary goal of the FAO Country Offices, led by an FAO Representative, is to assist governments in developing policies, programs, and projects aimed at achieving food security and reducing hunger and malnutrition. This includes supporting the development of the agricultural, fisheries, and forestry sectors while ensuring sustainable use of environmental and natural resources.

The FAO Representation office in Armenia is tasked with developing, promoting, overseeing, and implementing strategies to address national food, agriculture, and rural development priorities. It also fosters relationships with relevant Ministries at the country level.

Reporting Lines

The Expert on Socio-Economic Analysis will operate under the overall responsibility of the Regional Programme Leader and direct supervision of the Senior Policy Officer, in close collaboration with national and international colleagues.

Technical Focus

The incumbent will contribute to analytical work focused on modeling household income derived from agricultural activities. This effort will support the revision of the social vulnerability assessment system for rural households and the transition to Hybrid Means Testing (HMT) as part of the global social protection policy reform implemented by the Government of Armenia.

Key Responsibilities

  • Provide guidance on international best practices for assessing vulnerability in rural households, particularly regarding household income calculation from agricultural activities.
  • Support national consultants in developing mathematical and econometric models for agricultural income calculation, considering various characteristics (household, land, crops, produce, etc.).
  • Contribute technically to the review of guidelines for agricultural income calculation methodology and vulnerability assessment, including literature reviews.
  • Assist in formulating and implementing research studies, strategically revising key policy documents concerning the relationship between food security, nutrition, social protection, and vulnerability assessment.
  • Perform additional duties as required.

Minimum Requirements

  • Advanced university degree (PhD, MS, or equivalent) in Economics, Agricultural Economics, Development Economics, or a related field.
  • At least 12 years of progressively responsible experience in economic research, econometric modeling, and analysis, with a focus on food security, nutrition, sustainable agriculture, poverty, and rural development.
  • Working knowledge (level C) of English for Consultants and PSAs.

Technical/Functional Skills

  • Demonstrated understanding of the agricultural economy sector in the region.
  • Extent and relevance of experience in econometric analysis, particularly in modeling income from land cultivation and livestock breeding.
  • Strong writing skills in English.
  • Proficiency in computer applications, including spreadsheets and databases, is an asset.
  • Excellent oral and written communication skills in English.

Selection Criteria

Experience in policy formulation and the application of economic principles in development programs will be assessed.
