The Consultant will operate as a team member and will report to the Director, Office of Inspections and Investigations or the designate. Frequent, often short-notice travel to WFP Field Operations is required, mainly to developing countries. Accountabilities / ResponsibilitiesThe Consultant will report to the Director, Office of Inspections and Investigations (OIGI) and/or his delegate as appointed by the Director of OIGI. The consultant will specifically deliver their work either individually or within a multidisciplinary team, with the ultimate goal and mission of the OIGI to conduct independent investigations into allegations of misconduct involving WFP staff, contractors and other applicable persons. Review and assess complaints and allegations. Carry out investigations into allegations of violations of applicable rules and regulations. Conduct interviews and collect evidence. Draft reports on the outcome of the investigation, including recommendations for corrective action. Review investigation reports for adequacy and sufficiency of the evidence. Contribute to the development of OIGI's investigative internal framework. Perform other related duties as required.Deliverables at the End of the ContractCompleted assessments of complaints and allegations handled during the assignment. Investigation reports finalized including findings and recommendations for corrective action. Records of interviews conducted and evidence collected in line with OIGI standards. Review notes on investigation reports ensuring adequacy and sufficiency of evidence. Contributions to the improvement of OIGI’s internal investigative framework (e.g., guidelines, SOPs). Any additional tasks or outputs requested by the Director or delegate documented and delivered.Qualifications & Experience Required Education:A university degree in Investigations, Law, Audit, Accounting or relevant discipline. Training from a police academy or another law enforcement agency with extensive experience in investigations can be considered in lieu of a university degree. Experience:At least 4 years of progressively responsible postgraduate professional experience related to investigations, intelligence gathering or other relevant experience. Previous experience working with the United Nations system or other international organizations is desirable. Resourcefulness, initiative, maturity and the ability to work independently. Strategic Planning: Devising comprehensive plans for investigations aligning with organizational goals and legal requirements.
