The Office of Evaluations (OEV) at WFP Headquarters in Rome manages Corporate Emergency Policy, Strategic Evaluations and Country Strategic Plan Evaluations. Research and data analysis support the compilation of Terms of Reference, extraction of data from corporate databases, quality assurance, e‑library set‑up, stakeholder meetings and workshops.ACCOUNTABILITIES / RESPONSIBILITIES Centralised evaluations – research and data analysis (≈80%)The research analyst will conduct research and data analysis for centralised evaluations including Policy and Strategic Evaluations, Country Strategic Plan Evaluations (CSPEs), Corporate Emergency Evaluations (CEEs) and Synthesis Evaluations. Current portfolio includes:CSPE – Pacific MCOCSPE – LebanonOther centralised evaluations due to increased workload or absences (leave and BIS)In addition the analyst will provide support to other OEV and ARU priorities as may be needed. The allocation of evaluations may be modified and other evaluations identified during the course of the consultancy.Data managementAssessment of relevant datasets, proactive and efficient data collection (qualitative and quantitative), systematic data source management, reliability assessment, data set analysis and visualization.Knowledge managementSet‑up and timely update of the evaluation library, maintenance of evaluation documents in TWS, update of the WFP Evaluation Management Information System.Support to evaluation deliverablesContribution to Concept Note/TOR preparation, comments matrices, draft inception and evaluation reports, summary evaluation reports, briefs, PPTs, videos and seminars.Support to management of evaluation processTracking of the evaluation process, liaison with HQ RB and CO stakeholders, administrative and logistics support for meetings, briefings and workshops.Data analytics (≈10%)The analyst will act as a data champion for COMET outcome/outputs indicator data, OPWeb emergencies data and resilience measurement data. The analyst will be focal point for the evaluation coordination cluster, convenor of ARU bi‑weekly meetings, self‑training, ad‑hoc training of ARU and OEV staff, outreach to potential external partners and timely stand‑in support to colleagues.Contribute to effective functioning of OEV (≈10%)Participation in planning and coordination of meetings/retreats; secretariat support to the Evaluation Coordination Cluster; support for data processing, data quality assurance and data visualisation; support for any other activity relevant to the development of the evaluation function.Most activities will be carried out in Rome. However the analyst may be required to travel to other WFP sites on an ad‑hoc basis.DELIVERABLES AT THE END OF THE CONTRACT All tasks assigned completed on time and to professional standards as per the detailed TOR for support to centralised evaluations.Contributions to the ARU provided in a timely and professional manner as requested by the head of the ARU over the contract duration.For accountability 3: to be defined. Overall key results will contribute to the overall effectiveness and successful development of WFP’s evaluation function.QUALIFICATIONS & EXPERIENCE REQUIRED Education University degree in an academic discipline relevant to evaluation.Experience • At least three years of relevant professional working experience, preferably related to humanitarian or development work.• At least two years of professional experience in evaluation research and data analysis.• Experience using a variety of quantitative and qualitative analytical tools and methods.Knowledge & Skills Fully computer‑literate with excellent skills in Word, Excel, PowerPoint and database management.Excellent qualitative and quantitative analytical skills including statistical / econometric abilities.Eye for detail; accuracy.Excellent communication skills written, verbal and visual.Knowledge of WFP is an advantage.Functional competencies Demonstrated ability to manage data, analyse quality, assure and communicate them.Ability to work with multiple evaluation managers simultaneously and manage work planning and competing deadlines.Ability to engage professionally with evaluation stakeholders and teams.Demonstrated flexibility and ability to adapt to changing context.Ability to take initiative and be proactive in managing own work as well as raise issues with functional and line managers when needed.Commitment to confidentiality and sound understanding of key ethical issues associated with evaluation.Languages Fluency in English and intermediate level of French and / or Spanish are required.#J-18808-Ljbffr
