The mission of OIGI is to conduct inspections and investigations into allegations of wrongdoing and misconduct. The purpose of an investigation is to establish facts and provide sufficient evidence and analysis to determine whether a reported allegation of wrongdoing or misconduct has occurred and, if so, to allow WFP management to take action against the persons or entities responsible. OIGI investigations involve WFP personnel, cooperating partners, vendors and other parties.The Role To conduct investigations into allegations of misconduct and wrongdoing. Efficiently plan and undertake fact‑finding activities for assigned matters and prepare high quality analytical written outputs with recommendations. This role is in the Office of Inspections and Investigations based in Rome, Italy, HQ, and reports to the Director, Office of Inspections and Investigations or the designate. Frequent and often at short notice travel to WFP Field Operations, mainly to developing countries, may be required.Key AccountabilitiesEfficiently plan and conduct office and field‑based investigations into allegations of misconduct and wrongdoing, in accordance with applicable OIGI and WFP frameworks. Fact‑finding activities include engaging with investigative participants, collecting relevant records information and documentation, conducting interviews, and undertaking field missions.Prepare clear, concise, and well‑reasoned written outputs pertaining to assigned matters. Based on comprehensive evidence analysis and presentation, draw sound factual conclusions and formulate recommendations for corrective measures and/or referrals, in line with OIGI’s mandate.Effectively manage assigned workload within established timeframes and priorities, adjusting investigative strategies as necessary, and regularly consulting with supervisors and relevant OIGI colleagues, keeping them informed of progress.Effectively engage with GHQ, country or other offices, local officials, governments, and external organizations for support, to collect information, and/or otherwise facilitate fact‑finding activities.Liaise with other units within OIGI to obtain necessary support, e.g. digital forensics or strategic advice.Effectively interact with internal and external control, monitoring, risk and compliance, and/or oversight functions, as necessary to facilitate fact‑finding activities.Provide advice to WFP employees on matters pertaining to the investigation of misconduct or wrongdoing.Support the implementation of best practices, policies and procedures related to OIGI’s mandate and contribute to the sharing of lessons learned and best practices from intake, investigative, and analysis work.Other responsibilities, as assigned.Qualifications and Experience Education : Advanced university degree in Criminology, Investigations, Law, Audit, Accounting or other related fields. A Bachelor’s degree in the same disciplines may be considered suitable if combined with additional years of relevant experience and/or relevant certificate.Experience : Minimum five years of relevant professional experience in conducting criminal or administrative investigations, or in related fields, e.g. administrative law, humanitarian fact‑finding, intelligence and analysis.Language : Fluency (level C) in English. The selected candidate will be employed on a fixed‑term contract with a probationary period of one year.
