Project Background
GKSD Green Solutions is involved in the development of a major international project for the construction of a Waste to Energy plant in Benghazi, Libya , aimed at energy recovery from waste and the improvement of local environmental management.

To strengthen the project team, GKSD Green Solutions intends to initiate the selection of a Senior Technical Director with proven experience in the delivery of complex industrial plants, with specific expertise in the Waste to Energy sector.

Role Description
The Senior Technical Director will be responsible for the technical and economic management of the project (time, cost, quality, risk) , coordinating all phases from preliminary and detailed engineering through construction and start-up of the plant.

The role involves close coordination with GKSD Green Solutions’ Management , international suppliers, and local counterparts, ensuring compliance with project schedule, budget, plant performance/quality, and safety requirements.


Key Responsibilities Overall project management across engineering, procurement, construction, and commissioning phases Coordination of external engineering teams and management of engineering activities (process, mechanical, electrical, instrumentation, and civil)
Support on the management of interfaces with the Client, consultants, local authorities, and partners
Responsible for planning, monitoring and controlling of project schedule, project costs, work progress, project budget, and cash flow
Supervision of engineering and on construction activities
Oversight of procurement activities and international supply chain
Management and coordination of suppliers, contractors, and subcontractors during construction
Ensuring compliance with applicable technical, environmental, and safety regulations
Supervision of HSE activities on site
Support to pre-commissioning, commissioning, and final handover of the plant
Reporting on technical and economic data to GKSD Green Solutions management
Candidate Requirements
Degree in Engineering (preferably Mechanical, Energy, Environmental, or equivalent)
Proven experience as Technical Director in the design and construction of waste to energy plants, power generation plants, or complex industrial facilities Demonstrated experience in managing EPC / EPCM projects in international environments Strong technical background, with the ability to review and manage technical documentation, project schedules, cost control reports and risk register / matrices
Excellent command of the English language Knowledge of the Arabic language will be considered a strong asset Ability to operate effectively in multicultural environments
Willingness to relocate in Libya and the Middle East Strong organizational, leadership, and problem-solving skills
Location and Mobility
The primary work location will be Benghazi , with traveling to Milan during both the engineering, construction and start-up phases of the plant.
