Overview:
**Background**

In 2020 MSF OCB has handed over the responsibility for the implementation of their Operations in Italy to MSF Italy. To handle the new projects, MSF Italy has established a new Department of Programmes, composed by a Humanitarian Affairs unit, a Medical unit and an Operations unit which includes the projects.

Within the areas of potential intervention, MSF Italy has identified that migrant victims of intentional violence (ViV) in Palermo metropolitan area are among the most vulnerable and neglected individuals in the area and there is the will of the local branch of the NHS (National Health System) to be engaged in providing dedicated care to this specific population. In particular, the local NHS branch was already offering a multidisciplinary health care to undocumented migrants through a dedicated clinic, and they would like to be able integrate into this clinic a component of assistance for ViV without aiming at developing a separate vertical intervention.

MSF’s intervention complements the services that the NHS is already providing to the victims of intentional violence (ViV). MSF’s support includes the provision of medical and social staff with experience in ViV care for the treatment of patients, as well as coaching and training for NHS staff. The project aims also at identifying the ViV through outreach activities both in the formal migrant reception centres as well as in the migrant communities in Palermo metropolitan area and in strengthening the socio - legal assistance partially already provided by the NHS and the University of Palermo.

**Responsibilities**:
**Scope, reporting and accountability lines**

Planning, coordinating, and monitoring all technical logistics, supply chain, HR and finance related activities in the project according to MSF protocols, standards and policies, in order to optimize the mission’s response to the needs of the target population and ensure an optimal running of the project. This position reports into the Field Coordinator.

**Main tasks and responsibilities**

**Logistics**:

- Supervising, planning and guaranteeing the quality of rehabilitation activities in the project and the first line ICT support, ensuring an update inventory of all the IT assets present in the project.
- Ensuring and monitoring of the implementation of logistics activities in the field rehabilitation, transport of goods and staff, communications, water and sanitation, vehicles and engines, equipment/installation and infrastructures, communications, etc.) ensuring compliance of MSF standards, protocols and procedures, and reporting to the Project Coordinator or Logistics and Supply Coordinator on the development of the ongoing programs
- Ensuring technical reference for all logistics/technical issues in the project
- Providing regular reports on activities and logístical technical families
- Ensure installation and maintenance of functional office space(s) and lodging facilities for staff in adequate living conditions.
- Guarantee the functionality of the MSF premises by overseeing the quality and quantity (potable water, office and house supplies) of consumables as well as IPC in case of Covid.
- Ensure the implementation and the maintenance of shelters and energy devices.

**Supply**:

- Coordinating, in close collaboration with the Project Coordinator, the Medical referent in the project and the Logistics and Supply Coordinator, the supply chain processes and systems, keeping updated information on stocks (expiry dates, security level, pipeline and lead times) in order to ensure availability of all the medical and non-medical material and related services under optimal conditions.
- Ensure implementation and follow up of the processes for local purchases, identify suppliers according to the lists of needed articles defined with the project team, guaranteeing respect of the policy in place.
- Monitoring and ensuring the efficient and smooth running of the following supply activities in the project: order processing, local purchase management, physical (warehousing) and administrative (management of movements) stock management, freight management, supply administration and implementation of standard supply procedures.

**Finance**:

- Carrying out Finance related activities, in close relation with the Finance Manager, ensuring transparency on accountancy as well as coherent information on service supply chain processes
- Ensuring the update of the expenses and fiscal documents based on the Fiscal Italian Law related to the payments done by the project.
- Ensuring the update of the File Preventivi according to the budget lines
- Follow up of the rent contract and utilities in coordination with the Finance Manager
- Budget monitoring and related updates in close collaboration with PC and Finance manager
