**BACKGROUND AND PURPOSE OF THE ASSIGNMENT**:
The magnitude and severity of food crisis continue to escalate: Across the 80 countries where WFP operates, it is estimated that up to 283 million people are acutely food insecure or at high risk, driven by conflict, economic shocks, natural disasters and the socio-economic fallout from COVID-19. 45 million people worldwide are at risk of falling into famine or famine-like conditions in 2021, unless they receive immediate life-saving assistance.

Providing up-to-date, consistent and information on the magnitude and severity of food crisis and needs -globally, regionally and per country - is of strategic importance for RAM and WFP, in order to be able to communicate needs to potential donors, raise awareness, also in partnership with other organizations, and to inform strategic decisions on county prioritization within WFP.

RAMAN - in collaboration with other RAM and WFP units - is the main provider of numbers, analysis and contents on global needs within WFP, and provides inputs for several flagship reports and other documents of strategic importance, including the Global Operation Response Plan, the FAO-WFP Hotspots Report and the Global Operational Task Force. Global needs analysis information is regularly required for senior management briefs and communication products.

**ACCOUNTABILITIES/RESPONSIBILITIES**:
Under the overall guidance of a senior VAM officer, the Consultant will be responsible for providing data on the number of people in need of food assistance and drivers of food insecurity (with a focus on conflict), globally, regional and by country, in close collaboration with other RAM and WFP units, RBs and COs, and to contribute to main products.

More specifically, the consultant will be responsible of the following duties:

- Improve and regularly update the database of IPC/CH and equivalent numbers per country.
- Regularly update numbers
- Include additional numbers, for example malnutrition
- Support the development of technical solutions to allow easy access to the data, for example

through APIs.
- Contribute needs numbers and analysis to the Global Response Plan (3 times per year)
- Update the number of people in acute food insecurity across the countries with WFP

operational presence, in close collaboration with RBs and COs
- Revise methodology on how to update these numbers in the long term
- Provide analysis and narrative for the GORP and communication products related to it
- Provide analysis on conflict a key driver for food insecurity
- Support the WFP-FAO Hotspots Report (3 times per year)
- Contribute to the FAO-WFP Hotspot Analysis, in collaboration with EME and FAO.
- Liase with WFP VAM focal points in RBx and COs, to integrate their perspective and

contributions into the report.
- Support the clearance process, editing and publication of the report, in collaboration with the

VAM officer, EME and FAO.
- Contribute to communication products and briefs related to the Hotspots Report.
- Contribute to Global Operational Task Force presentations and participate in meetings
- Provide information on assessment data to the FSIN for the Global Report on Food Crises
- Draft senior management briefs, talking points and other documents
- Draft publications on methods, language and use of global needs numbers, for internal and external

Audiences
- Other related tasks as agreed with the supervisor

**DELIVERABLES AT THE END OF THE CONTRACT**:

- Up-to-date IPC/CH data base containing newly added information
- Technical solutions for IPC/CH data base initiated
- Global Operational Response Plan updates published, including required updates of numbers
- 3 Hotspot Reports published
- Contributed to 10 briefs or talking points
- Provided input on assessments for Global Report on Food Crisis discussions

**QUALIFICATIONS AND EXPERIENCE REQUIRED**:
**Education**:
Advanced university degree in economics, social science, geography, development, international relations, conflict studies or related field

**Experience**:
At least 2-years work experience in conflict analysis, food security, poverty, vulnerability and livelihood analysis in different settings.

**Knowledge and Skills**:
Experience in working with databases in excel or with other software.

Excellent knowledge of excel. Knowledge of other suitable data management and analysis

software is an asset.
