Inbound/customs Process Owner

**Position Summary**

You‘ll be the control tower for all departments involved in Inbound / Customs / Trade Compliance procedures. Acting as interface between external customs brokers, partners and authorities, you can shine with your problem-solving skills in collaboration with authorities and consult in topics such as customs legislation of the EU, customs value, import control and restrictions in moving goods, origin of goods and preferential customs tariffs as well as legal remedies and liabilities. Moreover, you will oversee the overall inbound logistics process in order to ensure smooth inbound operation flow, by monitoring status, collaborating with external partners, and preparing resources in advance.

**Role and Responsibilities**

**Customs & Trade compliance**
- Own and lead project and process initiatives for Global Trade and Customs matters.
- Collaborate with the Europe Customs team to develop common standard and share learnings & improvement on the way of working
- Continuously stay up-to-date with changing EU/Italian procedures and regulations on customs & trade compliance. Monitor EU and Italian Customs Legislation, aligning business process to comply with changing requirements including trusted trader programs (e.g.: AEO)
- Lead and prepare with the relevant teams to renew AEO certificate.
- Refresh and conduct trainings on customs-related topic to other internal/external teams. Being the local expertise for Customs matters, advice the relevant team on proper import-export procedures.
- Represent Samsung Italy in meeting with customs officials, and maintain a trust-based and effective relation with Customs authorities
- Prepare and handle legal disputes together with internal teams (legal, tax) and external advisors (law firm, consultant) against the tax authorities, in case of customs/trade compliance dispute arising.
- Evaluate custom broker partners and select right ones, manage contracts.
- Drive continuous process improvement through establishing a LEAN approach to drive effectiveness and efficiency across our Customs processes - supporting process improvements and rollout of standardised processes
- Create, edit and register all Italian Intrastat reports and taxable oil in alignment with the EU/Italian guidelines
- Control and lead the HS classification database to ensure consistency across our trade flows
- Monitor Customs brokers and evaluate adherence to Samsung SOP & metrics, and ensure that correct, timely and accurate documentation and data are submitted and stored in the system to meet all applicable laws
- Conduct internal audits, and make correction when required, on processes and procedures, report activities, details and deviations to the site/operations manager and you will support the customs team with developing, implementing and continuously enhancing customs and brokerage procedures.
- Evaluate and implement digital procedures & dashboard for process optimization.

**Inbound Logistics Process**
- Monitor the entire inbound status (in-transit, port, CY, Warehouses), and control and guide the logistics team on transportation and storage of imported goods.
- Prepare storage capacity (CY, warehouse) plan to ensure inbound goods are seamlessly flow from origin to our warehouses.
- Bridge between the commercial (sales & marketing) and the operational part (SCM, Order Desk, Logistics, 3PL/4PL)
- Coordinate for special activities like new flagship models launches or Black Friday with 3PL/4PL.
- Create weekly / monthly reports analysing Inbound logistics cost & performance, and build dashboard and monitor/detect abnormal status.
- Find the weakness in the process and improve the efficiency and flow.
- Conduct regular meetings with 3PL/4PL to review performance, VOC follow-up progress, project status.
- Participate in the RFQ or in the tariff negotiation with 3PL, together with European Contract & Pricing team, to select right vendors for service quality and for better price.
- Lead the implementation of new systems or processes from the definition of business requirements to the successful roll out
- Assess periodically (annually) logistics processes, following the HQ policy and guideline. Plan and conduct the corrective actions to fix misalignment.

**Skills and Qualifications**

**Qualifications/Requirements**:

- High level degree in Law, Supply Chain Logistics, International trade, or Indirect Tax.
- Licenced Customs broker or equivalent training completion

**[Experience]**
- At least 5 years of work experience in the function of customs (custom declaration/clearance, duty payment, bonded area operation), trade compliance, and inbound
- Practical experience in Air/Ocean freight forwarding companies, Customs broker company, or in consulting/law firm.

**[Knowledge]**
- In-depth working knowledge in current customs & trade regulations : HS code, Country of Origin determination, Free Trade Agreement qualification, ISTAT, Taxable oil
