We are seeking an experienced **Purchasing Buyer** to support **Front-End Engineering Design (FEED)** and **Basic Engineering Design** activities for **Hydrodesulfurization (HDS)** projects. As part of the owner engineering team, you will be responsible for managing the end-to-end procurement process for technically complex materials and equipment, working closely with engineering, materials management, and vendor interfaces.

**Key Responsibilities**:

- Manage the procurement cycle from purchase requisition to purchase order issuance.
- Prepare and issue RFQs; coordinate with vendors to clarify technical and commercial aspects.
- Support bid evaluations in collaboration with engineering and materials teams.
- Negotiate terms and ensure timely, cost-effective purchasing aligned with project requirements.
- Monitor supplier performance, delivery status, and expedite as needed.
- Maintain procurement documentation for compliance, traceability, and audits.

**Qualifications**
- Bachelor’s degree in Business, Engineering, Supply Chain, or related field.
- ** Minimum 8 years of experience** in purchasing or procurement, ideally in oil & gas, refining, or chemical plant projects.
- Strong knowledge of procurement practices, material specifications, and industrial project workflows.
- Proficiency in ERP systems (e.g., SAP, Oracle) and procurement documentation.
- Excellent communication, negotiation, and organizational skills.
- ** Fluency in English is mandatory**; knowledge of Italian or French is considered a plus.
