BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
UNHRD is an emergency preparedness and response tool for WFP and the wider humanitarian
community. UNHRD manages six (6) strategically located hub worldwide (Panama, Ghana, Italy,
Malaysia, Spain and UAE). It buys, stores and transports emergency relief items and support equipment
for the humanitarian community. The Field Team supports the humanitarian community in sudden
emergencies in cargo receipt consolidation, equipment installation and establishment and running of incountry
logistics hubs. When not deployed, the team works in the LAB, which is a research and
development unit that reviews, tests and helps develop innovative solutions and products for supply chain
operations. Indeed, the function of the Lab is closely linked to the UNHRD Field team: the ability to see
the functionality of support equipment in the field, the opportunity to identify gaps and evaluate potential
improvements all contribute to taking the work of the Lab forward.
The concept of the Field team is not new to UNHRD. Since its inception in 2000, UNHRD has deployed its
Field Team to support emergency operations around the globe. In recent years, the teams have been in
Nepal, Central America, the Caribbean, the Philippines, Yemen, countries affected by Ebola, Lebanon,
Countries affected by COVID. The new aspect is now that of linking it to the Lab, thus creating a small
team, led by the incumbent, of trained professionals working in the UNHRD Lab, but that are fully
trained and readily available for immediate deployment at the onset of an emergency to install staging
areas and logistics bases, support shipping, train UN and government staff on warehousing, and lead
cargo aerial operations: the UNHRD Field Team.
Under the overall guidance of the UNHRD Network Deputy Coordinator, the incumbent will perform the
following duties and responsibilities:
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Leads the Field team
2. Design and implement multipurposes medical structures for which the Lab is working in
coordination with WHO upon request
3. Participate to coordination meetings and report activities in accordance with UNHRD needs
4. Maintain contacts and search for innovative solutions with suppliers in coordination with
Procurement
5. Leads the operational part of the UNHRD Field Team, inclusive of being deployed into the
emergency response theatre within 24/48 hours when and if required;
6. Maintains and expands the Field Team roster, inclusive of the trained personnel;
7. Identify the Field team members, with the right required skills, for deployment to an emergency;
8. Technical support to Procurement office for any necessary and eventual need related to LTA,
new technologies inclusion in the products to be purchased etc..
9. Conducts and organizes the simulation training for Field Team staff;
10. Identifies and support the UNHRD Procurement Support Office in the procurement process for
the critical equipment for the Field Team staff;
11. Acts as a resource person to for the Brindisi Lab, testing new technology for the humanitarian
support equipment and relief items;
12. When deployed to an emergency response theatre, Supports the Logistics Cluster in cargo
management and consolidation at main entry points/airports and
