JOB TITLE: Finance Consultant
TYPE OF CONTRACT: Regular Consultancy
UNIT/DIVISION: CONTRIBUTION ACCOUNTING AND DONOR FINANCIAL REPORTING (CFORC)
DUTY STATION (City, Country): Rome
DURATION: 11 months
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Contribution Accounting and Donor Financial Reporting (CFORC) Branch of the WFP Corporate Finance Division contribute to the organizations’ accountability to donors on the utilization of contributions through support to financial management on accounting for contributions, provision of guidance and preparation and certification of donor financial reports. The objectives of the Unit are to
(i) Ensure timely and accurate reporting to donors,
(ii) Improve financial management in accounting for contributions, income and expenditures and
(iii) support Country Offices on contribution financial management under Country Portfolio Budget.
The Unit requires support in the form of a consultant to augment its current capacity in integrating automation and digitalization in different processes.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the direct supervision of the Finance Business and Data Specialist (P3), the Consultant will have the following responsibilities:
a) Test and review the Final/Interim donor reports (where applicable); this role includes:
- Support the production of Specialized donor financial reports (USA and EEC)
- Monitoring, coordination of assistance, and follow up with the Country Offices, regional offices and different units in headquarters on actions required in the process of the reporting exercise to ensure that the reports are done in a timely manner
- Provide procedural and technical support to stakeholders such as country offices, regional offices and other HQ divisions to ensure compliance on matters related to donor reporting
b) Digitalization and automation: In a collaborative effort with the teams within the branch and at the cross-functional level, identify and progress on initiatives to automate or streamline the following:
- Develop validation rules using technology on but not limited to Specialized donor reports (USA and EEC) and Annual Country Reports
- Contribution management such as resource migration, resource transfer, grant balance monitoring, and managing of unspent balances
- Maintain and further develop a pla
