In this consultancy, you will synthesise UNICEF and partner work on data and AI governance for children, shaping a country-facing offer and a practical, implementable roadmap. You will coordinate consultations with UNICEF offices, governments, and experts to identify country needs and entry points across the programme cycle. You will design and facilitate an international convening and produce strategic recommendations that clarify UNICEF’s value proposition and collaboration approach. This is an opportunity to influence governance of data ecosystems affecting children at scale within a global, multi-stakeholder context.

- Consolidate UNICEF and partner work into an evidence and portfolio synthesis
- Refine the strategic shift towards governance of data ecosystems affecting children
- Clarify relationships between UNICEF assets (RD4C, DG4C Manifesto) and partnerships
- Develop and test an initial country-facing offer and technical-support model
- Design and facilitate an outcome-oriented international convening
- Produce a strategic package with value proposition, services, partnerships, and roadmap
- Prepare inception note, workplan, and consultation plan
- Conduct consultations with UNICEF offices, partners, governments, and external experts
- Develop concept note, framing paper, and a country-facing service catalogue
- Lead or support facilitation of the Florence convening and document outcomes
- Refine UNICEF’s vision and finalize service catalogue and implementation roadmap
- Prepare senior management briefings and presentations
- Advanced (Master's) university degree in relevant fields
- At least 10 years of professional experience in data governance, digital governance, AI governance, or related fields
- Experience developing strategic frameworks, value propositions, service offers or implementation roadmaps
- Experience designing and facilitating high-level international convenings or multi-stakeholder consultations
- Strong understanding of national data ecosystems, public policy, governance, and technical assistance to governments
- Experience linking normative frameworks with country implementation, programme planning, systems strengthening or monitoring (desirable)
- Experience with UNICEF or UN system or multilateral organisations (asset)
- Excellent strategic analysis, synthesis and writing skills
- Strong facilitation, listening, consensus-building and stakeholder-engagement skills
- Ability to navigate institutional sensitivities and translate complex concepts into practical products
- Excellent written and spoken English; knowledge of another UN language is an asset
