This position is based at our Luxembourg headquarters and requires regular office presence . The EIB offers you the opportunity to live and work in a truly international and multi-cultural environment. We also offer relocation support. The EIB, the European Union's bank, is seeking to recruit for its Group Information Systems Directorate (GIS), Business Technology Solutions Department (BTS), Core Lending Division (CLD) at its headquarters in Luxembourg, a Head of Lending Technology & Applications Division*. This is a full-time position at grade 7 for which the EIB offers a permanent contract. Applicants will receive initial feedback in September/October 2026. Assessment Centres for selected applicants would take place in October/November 2026. Panel interviews are anticipated for November 2026.

Purpose

Join us at the heart of the European Union's Bank and lead the technology capabilities that support the EIB Group’s lending activities. As Head of Lending Technology & Applications Division, you will drive the evolution of the Bank’s lending technology landscape, overseeing the applications and platforms that enable the delivery of financing operations across the organisation. You will help deliver innovative, secure and resilient digital solutions that support one of the Bank’s core business areas. This is a leadership role with significant strategic impact. You will guide multidisciplinary technology teams, influence the future direction of lending technology and shape the applications, services and practices that enable business transformation and operational excellence. By combining technology leadership with strong business partnership, you will help modernise the lending ecosystem and deliver solutions that create lasting value for the Bank and the communities it serves.

Operating Network

You will report to the Head of the Business Technology Solutions Department and work closely with the other Heads of Divisions of the Directorate, as well as with business users who participate in projects and initiatives led by the Division.

Accountabilities
  • Shape the EIBG’s technology strategy for lending and own the application and technology roadmap, partnering with business stakeholders to shape demand, prioritise investments and ensure alignment between business priorities, enterprise architecture and technology choices.
  • Provide strong technical leadership across a varied application landscape combining bespoke Java/JavaScript applications, Microsoft technologies and Power Platform, packaged/COTS solutions and SaaS/cloud services. Apply sound technical judgement to assess and challenge major architecture, engineering and technology choices and contribute to key decisions on integration, data, security, resilience, cloud adoption and other non-functional requirements.
  • Lead the transformation, modernisation and sustainable evolution of the lending application landscape, driving business value through new capabilities, automation, data and analytics, simplification and application rationalisation, while actively addressing technical debt and obsolescence.
  • Lead and develop the Division’s management team, setting clear accountabilities and empowering managers to lead high-performing, diverse and multidisciplinary teams spanning business analysis, application engineering, software delivery and application support. Strengthen managerial and technical leadership, critical capabilities, talent and succession to meet evolving business and technology needs.
  • Ensure the secure, resilient and reliable operation of business-critical lending applications, providing senior leadership on major technology and production issues and ensuring effective management of service reliability, security, continuity and recovery.
  • Be accountable for the Division’s delivery portfolio, resources and budget, ensuring effective execution of strategic, business and regulatory initiatives while balancing investment in new capabilities with production stability, security and the sustainable evolution of the application landscape.
  • Govern technology vendors and strategic partners within the Division’s scope, driving value, quality and compliance with outsourcing, DORA and other applicable requirements, while ensuring that the EIBG retains appropriate internal architecture, technology, service and lifecycle ownership.
Qualifications
  • University degree (minimum equivalent to a Bachelor's degree), preferably in Computer Science, Software Engineering, Information Technology or a related discipline.
  • At least 10 years of progressively responsible experience leading the delivery, operation and evolution of business-critical ap
