BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Supply Chain Operations Division (SCD) is composed more more than 4,000 people across
all operations, of which more than 400 are based in HQs. A strong Front Office is therefore critical
to coordinate the wide range of activities performed by the function.
Areas that require specific attention today are the refinement of WFP's corporate supply chain
planning and implementation processes (to enable a more efficient and proactive approach to
WFP's work), the definition of the way forward for the function over the next five years, improved
performance measurement, evidence-generation, etc.
For these reasons, it is critical to appoint an experienced Special Assistant to the Deputy
Director, D2, with expertise in data analysis, corporate planning, budget and performance
reporting. The incumbent will work with the SCD Deputy Director to support coherent and
unified approaches and strategies, to ensure the achievement of SCO's mission.
ACCOUNTABILITIES/RESPONSIBILITIES:
SUPPORT TO THE DEPUTY DIRECTOR
Be responsible for the production of talking points, briefing material, background information,
presentations, etc., to support informed discussions between SCD's Deputy Director and key
internal and external stakeholders.
Be responsible for the production of concept notes, analyses, operational overviews and
information notes to support informed decision-making at Leadership Group and
Executive Director level.
Managing the Deputy Director's agenda to ensure prioritization of most critical discussions,
efficient management of the day-to-day business and adequate planning of key activities to be
undertaken.
SUPPLY CHAIN PLANNING
Operations scale-up. Be responsible for the production of analyses to support informed
decisions on operations scale-up due to onset sudden emergencies, ensuring an adequate
level of assistance is provided to populations affected by humanitarian crises.

Sourcing planning. Be responsible for the development of a methodology to produce
corporate sourcing plans (based on commodities to be procured, food seasonality, production
capacity, forecasted prices, etc.) to support the implementation of anticipated procurement
actions (e.g. GCMF).
Delivery planning. Be responsible for the development of a methodology to produce
corporate delivery plans (based on commodities to be procured, countries of origin,
destination countries, most common logistics networks, expected bottlenecks, warehouse
capacity, etc.) to support the implementation of anticipated procurement actions (e.g. GCMF).
IMPROVING EFFICIENCY OF THE FUNCTION
Supply Chain Strategic Roadmap. Be responsible for keeping track of the implementation of
the Supply Chain strategic roadmap, setting the way forward over the period , based
on current status, objectives to be achieved and enablers identified to achieve them.
Strategic positioning. Be responsible for the production of concept papers and strategic
documents to improve WFP's supply chain efficiencies, by reviewing existing internal business
processes and indentifying areas for improvement.
Business innovation. Support key initiatives undertaken by the Division, to ensure alignment
with divisional and corporate priorities.
Partnerships. Support the Division in establishing a network of partnerships with key
stakeholders from the private sector, the academia, International Financing Institutions, etc.,
to adopt state-of-the-art business processes/tools and improve WFP's efficiency in reaching
people in need.
Internal business processes. Support the review and update of Supply Chain's internal
business processes, to identify bottlenecks and redundancies and adopt improvements
accordingly. Lead the production of evidence-based concept notes for the development of
innovative ideas to improve WFP's efficiency in supply chain management.
OTHER KEY TASKS
Executive Board documents. Be responsible for the production of Supply Chain-related
documents to be submitted to WFP's Executive Board for approval.
Grants allocation planning. Lead the development of proposals for the allocation of funds,
in compliance with donors' conditions and WFP's internal rules and regulations.
Budget Reporting. Be responsible for the development of information notes to be shared
with key donors, illustrating how contributions were used and what results were obtained.
Divisional Budget. Review and analyze key funding shortfalls for the Division and help identify
sustainable funding solutions on the medium- to long-term.

DELIVERABLES AT THE END OF THE CONTRACT:
Support provided to the Deputy Director and Senior Management for informed decisionmaking on key strategic, tactical and operational priorities;
Development of accurate supply chain plans and efficient scale-up of assistance where
needed;
Facilitate the positioning of the function with WFP's evolving operational environment;
Enable efficient allocation and reporting on of corporate/regional contributions;
Be responsible for raising awareness on main achievements through reporting for internal
and external stakeholders.
QUALIFICATIONS & EXPERIENCE REQUIRED
Education: University degree and/or equivalent experience with emphasis in
one or more of the following disciplines: economics, supply chain,
business administration, international affairs;
Masters' degree with emphasis in one or more of the following
disciplines: economics, supply chain, business administration,
international affairs.
Experience: At least 8 years post graduate, progressively responsible, jobrelated experience in planning, forecasting and reporting.
Knowledge & Skills: Advanced analytical skills for statistical forecasting, supply chain
and business analysis;
Familiarity with WFP's supply chain model and key stakeholder
divisions;
Advanced knowledge of SAP APO, WINGS II, Business Objects MS
Office package.
Languages: Fluency in English and knowledge of another UN language (e.g.:
Spanish, French, Arabic)

THE ROLE

To provide expert advice and substantial contributions to the integrated supply chain operations at HQ/RB level, or lead large field supply chain operations, to ensure an effective and integrated supply chain approach meeting the food assistance needs of beneficiaries and service provision requirements for partners.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Participate in the formulation and implementation of corporate supply chain strategies, business models and solutions to meet operational requirements.

  • Align service or country strategy, policies and programmes to the global supply chain strategy and the WFP Strategic Plan, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.

  • Analyze regional/country context and lead the design and management of end-to-end operational supply chain and retail networks, to proactively mitigate and/or address dynamic supply chain challenges and obtain operational optimization.

  • Design, plan and manage implementation of innovative supply chain operations, initiatives and large scale services to ensure timely, cost-effective and integrated approach with core activities and services and in close cooperation with key supply chain stakeholders.

  • Drive continuous improvement and innovation initiatives analyzing best practices from the humanitarian and development fields, academia and private sector.

  • Lead supply chain planning and oversee and coordinate periodic planning across functions and with partners to develop consensus on supply chain operational plans. Coordinate implementation of agreed plans in close cooperation with key supply chain stakeholders.

  • Plan, monitor and manage resources to maximize effectiveness of large supply chain operations.

  • Foster productive partnerships with key stakeholders amongst government and other national organizations, UN agencies, NGOs, private sector and academia to share knowledge and resources and build capacity, resulting in coordinated and cost effective supply chain operations.

  • Lead market analysis and supply chain network mapping to inform the selection of appropriate operation modalities to improve supply chain performance.

  • Lead supply chain operations to ensure compliance with the established supply chain strategies, policies, procedures and controls, and assist in the implementation of corporate standards, with special emphasis on quality control, loss prevention, risk mitigation and cost effectiveness.

  • Constantly review the performance of supply chain operations to ensure that appropriate internal controls are in place.

  • Coordinate management of service providers/vendors, port, fleet and warehouse operations to promote safe, efficient planning and execution of WFP operations and safeguard WFP's interest.

  • Manage accurate and timely reporting including provision of substantial analysis of supply chain activities and trends to enable informed decision-making and consistency of information presented to a wide range of stakeholders.

  • Lead, motivate and develop a large team providing coaching, training and career guidance as required to ensure appropriate development and enable high performance.

  • Contribute to preparedness actions, providing technical recommendations and guidance and monitoring the management of specific supply chain risks to enable WFP, governments and other partners to quickly respond and deploy food and resources at the onset of the crisis.

QUALIFICATIONS AND EXPERIENCE
 

Education: Advanced University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or other related field, or First University degree with additional years of related work experience and/or training/courses.

Desired experiences for entry into the role:

  • Experience in managing supply chain operations including coordination with internal and external stakeholders and supporting emergency programs;

  • Experience in shaping and implementing operational supply chain strategies in a country;

  • Experience in operational and strategic supply chain planning;

  • Experience in developing and managing relationships and national capacity building initiatives with UN agencies, NGOs, private sector and/or government organizations;

  • Experience in implementing/setting-up supply chain improvement and optimization initiatives to achieve cost efficiency, improved agility, reliability and quality;

  • Experience negotiating service arrangements with multiple third parties respecting WFP's best interests;

  • Experience in monitoring operational success and suggesting areas of improvements;

  • Experience supervising teams of professional staff.

Language: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).
