BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger. Every day, WFP works to ensure that nobody goes to bed hungry and that the poorest and most vulnerable, particularly women and children, are able to meet their food and other essential needs.
WFP recognises the importance of people being formally documented and having access to foundational identities to support their greater inclusion in society. Therefore, whenever we can, WFP supports government systems, including national registration and ID systems, so that people are able to be documented by their government and gain access to wider public and private sector services. When government systems are not available or appropriate, we rely on WFP corporate solutions and/or trusted partner solutions to identify and reach people.
To run assistance programmes, WFP and partners often need to know some level of information about individuals and families. WFP is careful about the amount of information that it requests from people and wants to make sure that all personal information that is collected by WFP and partners is managed securely and responsibly. The people that WFP serves have the right to privacy, protection and dignity, which should not be compromised in result of receiving assistance.
The Delivery Assurance Service (DAS), Supply Chain and Delivery (SCD) Division in HQ has been tasked with leading on WFP's corporate systems and services for ID Management for WFP's in-kind and CBT programmes. DAS intends to support WFP Country Offices and partners to perform secure, timely and effective registrations of people when needed, and will do so, through a service-model that includes clearly defined and agreed deliverables, transparent costs and overall excellent service provision. The services will include an advisory service, delivered by subject matter experts, to guide country offices in the selection of the most appropriate approaches to registering and documenting individuals and families in each context. The division is therefore recruiting a Delivery Manager to be responsible for developing, packaging and leading the global registration and Identification services and the delivery of support to country offices.
This role is based in Headquarters (HQ) in the Supply Chain and Delivery division (SCD).
This role is pivotal in shaping WFP's strategic approach to registration and identity management, ensuring responsiveness and alignment with our humanitarian mission and vision.
The Delivery Manager position for Identification and Registration will lead the design and implementation of Identity and Data Management (IDM) capabilities for country offices, ensuring swift, efficient, and assured delivery of assistance. This position will drive the development and deployment of innovative identity registration and identification services, aligning them with WFP's mission and operational standards.
Key activities under this position include:
•Build, lead and mentor a high-performing team dedicated to these services, fostering aculture of continuous learning, innovation, and excellence,
•Manage relationships with relevant internal and external stakeholders relevant for thisfunctional area.
•Establish standardized business processes and best practices for all aspects of registration,including photo deduplication and data repositories, collaborating closely with WFP'sTechnology Division (TEC) and other relevant stakeholders to integrate essential capabilitiesinto corporate systems,
•Explore and implement advanced identification and registration methodologies, leveragingemerging technologies including AI to enhance operational effectiveness.
•Implement a robust evaluation framework to assess service effectiveness
•Prepare strategic reports for senior leadership, highlighting key progress and opportunitiesfor growth.
RESPONSIBILITIES:
1.Define Vision and Leadership: Provide overarching vision and leadership in the developmentand scaling of the global identification and registration service, ensuring alignment with WFP'sobjectives while meeting comprehensive business requirements for the field.
2.Lead the conceptualisation and design Next-Generation Solutions: Define the vision for a newsuite of registration and identification capabilities that align with comprehensive businessrequirements and field needs, ensuring solutions are forward-thinking, scalable, and equippedto support evolving operational demands.
3.Lead the drive for operational excellence: Supervise the operations of the service deliveryteam, fostering effective collaboration with external vendors and internal stakeholders.Oversee the requirements gathering process, development lifecycle, and resolution of risksand issues to guarantee seamless service delivery.
4.Lead the optimisation and institutionalisation of processes: Define, optimize, andinstitutionalize best practices for registering and uniquely identifying individuals across diversecontexts, ensuring adaptability, efficiency, and alignment with organizational standardstogether with associated data storage and organisation.
5.Lead global implementation: Direct the implementation of the Online Registration Portal,SCOPE offline application, MODA, and other identification solutions, driving programmaticdigitization and assurance objectives across country operations.
6.Lead proactive engagement with Country Offices: Lead the global business service acrossmultiple regions, proactively engaging with WFP Country Offices and functional units to formalize deliverables and ensure coordinated service delivery. Actively gather and analyze feedback from country offices,
7.Lead strategic stakeholder engagement and partnership: Manage the collaboration withinternal stakeholders such as WFP's Technology Division (TEC) and corporate stakeholders suchas the Global Privacy Office and Protection units to ensure systems fulfil registration businessrequirements, prioritizing the development of new features based on evolving field needs.
8.Lead the drive for continuous improvement initiatives: Enhance corporate capabilities byanalyzing feedback and new requests from country offices, taking decisive action to improveWFP's centralized service offerings and operational effectiveness.
9.Lead the cultivation of innovation and partnerships: Develop and lead strategic partnershipswith INKA and other external entities such as research institutes, other agencies working in thesame field and technical contractors, continually exploring and integrating next-generationtechnologies and methodologies to elevate the registration and data collection experience.
10.Conduct research and deploy to the field, as needed: Lead and engage in research intodevelopments and best practices in identification and data collection methodologies.
11.Deliver field support and training to enhance operational capacity, deploying in-person asneeded.
SUPERVISORY RESPONSIBILITIES:
12.Build, lead and mentor the service delivery team of project managers, business analysts,technology leads and solution developers with direct supervisory responsibilities over the teammembers in DAS, SC.
13.Champion a service-oriented, respectful and diverse culture that effectively addresses localneeds.
14.Promote an open, collaborative and inclusive working environment among team members.
15.Increase the knowledge of team members both on specific assurance subject matters as wellas the overall design and delivery of cash programmes.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University Degree or Advanced Degree in international relations, political or economic science, business administration, computer and information systems or other relevant academic areas.
Experience:
10 years or more of relevant progressive work experience in humanitarian or private sector. Experience with designing and implementing humanitarian in-kind or cash programmes involving the registration, verification or enrolment of beneficiaries is key. Experience in data protection and inter-agency data sharing is desired. Field experience in humanitarian operations is essential.
Knowledge & Skills:
Microsoft Office, data collection tools, database technologies and project management methodologies. Experience and ability to effectively engage and coordinate across a variety of stakeholders.
Languages:
Fluency (level C) in English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP's working languages) is desirable.
