TERMS OF REFERENCE 
FOR SHORT-TERM/CONSULTANCY CONTRACTS 
JOB TITLE: REG Consultant  
TYPE OF CONTRACT: REG Consultant   UNIT/DIVISION: APP_MM (Frameworks, Standards & Methods) unit 

DURATION: 11 months, expected start date 23/12/2025
DUTY STATION (City, Country): Rome, Italy 

BACKGROUND AND PURPOSE OF THE ASSIGNMENT: 
The Analysis, Planning and Performance (APP) Division is under the Programme Operations Department (POD) incorporating research, assessments, monitoring and budget to support policy and strategic development. These critical services provide the foundation for effective programme implementation, from targeting vulnerable locations, identifying trends in poverty and food insecurity, measuring the monitoring  results and implementation and reporting on these aspects.  
The APP_M Service was established in April 2024 but the work is a continuation of the former RAM Division. Hence, the consultant will engage in the continuation of learning tools development, learning measurement, knowledge management and supporting APP_M colleague's on learning solutions.  
ACCOUNTABILITIES/RESPONSIBILITIES: 
1.    Lead the product management of a mobile app for Monitoring Handbook. Working closely with TEC and the users group, coordinate the maintenance and enhancements of the app according to set timeframes.
2.    Implement evidence-based capacity development by regularly collecting, tracking, analyzing and visualizing data on needs, solutions and performance.
3.    Lead communications related to Monitoring capacity development, in close cooperation with APP_M communications focal point.
4.    Act as the project manager for the Monitoring Handbook and support maintenance of other knowledge management and learning platforms as necessary.
5.    Provide support and guidance to Monitoring colleagues on instructional design and technical learning solutions. Prepare other guidance, e-learnings or trainings as decided in the capacity development workplan. Coordinate localization to other languages upon request.
6.    Regularly exchange knowledge with WFP Learning Management Group and coordinate with other divisions and departments as needed.
7.    Other activities as necessary.

DELIVERABLES AT THE END OF THE CONTRACT: 
1.    Monitoring Handbook mobile app is maintained.
2.    Data on learning is available and has been shared with the relevant audiences.
3.    Communication related to APP_M capacity development has been successful.
4.    Knowledge management and learning platforms have been maintained.
5.    APP_M colleagues have been supported in the development of learning material.
6.    Coordination with other divisions has been maintained successfully.

QUALIFICATIONS & EXPERIENCE REQUIRED: 
Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook, Teams). 

LANGUAGES:
Fluency in written and spoken English required. Intermediate knowledge of another official UN language is beneficial, particularly of French, Spanish or Arabic. 

Post-graduate, job related experience in humanitarian and development programming or adult learning 
Knowledge & Skills:
Excellent written and verbal communication skills, demonstrated synthesizing of information across various sources into clear written messaging. Strong interpersonal skills and ability to cultivate relationships across carious functions and teams. Good project management skills. Knowledge in adult learning methods, objectives and evaluation. Knowledge of technical learning tools. Knowledge of monitoring contents. 
Education: 
Advanced University degree or University degree with experience and training/courses in one or more of the following disciplines: international development, education, political sciences, international relations, economics
