JOB TITLE: Logistics Cluster Operations Officer

DURATION: 6 months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Background: WFP as the lead agency of the Logistics Cluster maintains a Global Logistics Cluster (GLC) based in the Logistics Division of WFP HQ in Rome. It is comprised of a diverse, multiskilled group of logisticians and is mandated by the Inter-Agency Standing Committee (IASC) to complement and co-ordinate the logistics capabilities of co- operating humanitarian agencies during large-scale complex emergencies and natural disasters. Implement the Global Logistics Cluster Support Cell Work-plan, specifically tasks sharing of operational logistics information, reporting & accountability. Additionally to ensure that Logistics Cluster operations at field level meet the expectations of partners and donors for logistics support through coordination, information management, and service provision.

ACCOUNTABILITIES/RESPONSIBILITIES:

1. RITA Maintenance & Development.

2. Support the development and management of the Global Logistics Cluster (GLC) projects focused on accountability, reporting & technical information sharing; specifically the Relief Items Tracking Application (RITA).

3. Revise current guidance related to use and implementation of RITA, including translation of priority forms, documents, and select parts of the software into Spanish.

4. Monitor the global RITA inbox and provide technical assistance to field level RITA operators as required including: investigating reports of software bugs, assisting with user account management, and providing support for ad-hoc reporting requirements.

5. Work with the global RITA team to support field level operations and report/repair user errors, and assist with identifying data problems in SRFs and field level transactions.

6. Travel to field operations and other locations as needed in support of RITA training and implementation requirements in field missions.

7. Assist with additional testing and development of RITA to meet emerging needs and address recommendations of lessons learned and evaluations.

8. Ensure that the field Logistics Cluster Officers have a proper understanding of the Cluster approach, tools and mandate, and undertake field missions if required.

9. Support the monitoring responsibilities of the GLC through the maintenance and development of new tools and improvement of existing procedures.

10. Assist and review with the preparation of Concept of Operations, Standard Operating Procedures (SOPs), Limited Emergency Operations Narrative & Budgets, and funding appeal inputs, ensuring they are regularly revised/updated as required.

11. Deploy in emergencies as required and be capable of fulfilling all duties required associated with the logistics management and cargo tracking and facilitation

.12. Liaise with Logistics Cluster participants, other cluster members, and national counterparts to gather information for operational needs, ensuring that challenges and concerns relating to the logistics operation are represented.

13. Establish and maintain internal and external information sharing mechanisms and systems; assessment formats, central file store, operations archive, reporting systems.

14. Edit documents and provide constructive feed-back to Logistics Cluster field personnel who produce Logistics Cluster products/reports. 15. Work in close coordination with Information Management personnel in field and GLC HQ to support reports and infographics.

16. Attend relevant meetings; represent the Logistics Cluster when requested.

17. Perform and facilitate training for headquarters and field staff on implantation and use of WFP Service Market Place (SMP).

18. Support upkeep of SMP interface in accordance with current and existing Logistics Cluster operations globally.

19. Standardize and execute quality control of logistics assessments and activity reports from field level.

20. Support the development of internal logistics best practices and standards for wider GLC distribution.

21. Support dissemination of GLC logistics best practice and standards, and conduct assessments and trainings of field operations and team members.

22. Provide TDY staffing surge support for GLC operations globally as required

23. Perform other related duties as required.

DELIVERABLES AT THE END OF THE CONTRACT: (i) Issue tickets to fix/improve RITA application (ii) Provide the required support requested to - emails (iii) Support field missions training, TDY requests and rapid onset emergencies (iv) provide updated technical guidance documents (v) provide updated training content

QUALIFICATIONS & EXPERIENCE REQUIRED: Education: Education: University degree in social sciences, international relations, communications, supply chain management or related field; or the equivalent combination of education and experience. Experience: A minimum of five years of professional experience including: working in an international context; responsibility in a logistics role; experience with reporting/tracking systems; working in an emergency response. Previous experience in emergencies is important, and previous experience working with RITA is required.
